Mounds View City Council Page Six <br />~egular Meeting March 23, 1992 <br />Mayor Linke asked Mr. Edwards, 8315 Pleasant View drive what <br />his intentions were for the use of the oversized garage. <br />Mr. Edwards stated that he has a boat and an old car that he wants <br />to store in the garage and that he does a small amount of woodworking. <br />Mr. Edwards stated there will be no access to the building other than <br />a small opening from the back wall of his existing garage to the new <br />garage. <br />Mary Wiley, 8325 Pleasant View Drive, stated that her concern with .the <br />oversized building is for the aesthetics of the neighborhood. This is <br />a very pleasant neighborhood with homes staggered, existing trees and <br />open areas. Will this building change the value of the <br />homes directly involved with this home? Mr. Edwards has a lovely <br />backyard and adding this oversized garage will take the view away <br />from the neighbors. <br />A letter from the neighbors, Eric and Carrie Melander, 8285 <br />Pleasant View Drive, are in opposition to this oversized <br />garage if the addition to the property will lower the property <br />values of the surrounding homes in any way. <br />• Mayor Linke closed the public hearing at 7:50 p.m. <br />MOTION/SECOND: Rickaby/Wuori to Approve A Conditional Use <br />Permit to Allow an Oversized Garage for Tom Edwards, 8315 <br />Pleasantview Drive <br />Councilmember Rickaby stated that this is not the first time that <br />a Conditional Use Permit for an oversized garage has been requested <br />since her tenure on the Council. The last case Councilmember Rickaby <br />could recall was a garage put up without a permit which was two <br />oversized garages and the City allowed the person to call part of the <br />attached garage a porch. <br />Councilmember Quick stated that at least one dozen of these Conditional <br />Use Permits for an oversized garage during his tenure on the Council. <br />The entire City is governed by the same Code, therefore, everyone is <br />equal and everyone is treated the same. Quick stated that if this <br />application meets all criteria stated in the Code, the Council has <br />no grounds to deny the application. <br />Councilmember Blanchard concurred with Councilmember Quick that if <br />all Code criteria is met and the Planning Commission has approved it, <br />the Council would have no basis to deny it, although, Blanchard stated <br />that she is not in favor of the oversized garages. <br />. Councilmember Wuori stated that she is also in concurrence if the <br />application meets the Code. There is more and more need with the <br />
