ounds View City Council <br />egular Meeting <br />Page Five <br />May 26, 1992 <br />Mayor Linke stated that this issue had been brought to the City <br />Council by the Police Department and Public Works. <br />Mayor Linke clarified the fact that there was no officer being laid <br />off. There was no one being laid off. <br />Mayor Linke then clarified the budget process and explained that the <br />first part of the budget process is just beginning and that right now <br />its a "pie in the sky" budget. <br />Ms. Janssen asked where the money is coming from to buy the signs and <br />hire the people to put up the signs. Ms. Janssen asked that the City <br />poll the community to see if they want restrictions on parking or not. <br />Ric Minetor, Director of Public Works/City Engineer stated that this <br />issue came to the Council Work Session. At the Work Session Council <br />asked if staff could draft an ordinance pertaining to the issue. The <br />ordinance is then brought to the Council Meeting and has its first <br />reading which is its introduction. Per City Charter an ordinance must <br />have two readings before adoption. <br />• Minetor stated that staff had prepared a first reading. A public <br />hearing for resident input and a second reading could be held in 14 <br />days on this item. <br />Samantha Orduno, City Administrator, displayed a copy of an article <br />written in the New Brighton Bulletin dated 1992 regarding the city wide <br />parking restrictions. This news was not included in the headline but <br />was a part of the article written on the meeting. Orduno asked the <br />residents to read through the articles in the Bulletin even if the <br />subject is not in the headline because many times the reporter branches <br />off from the headline in to some of the other items that were discussed <br />during the meeting. <br />Ms. Janssen stated that she has never fought the City. She stated that <br />it wasn't her personality. Ms. Janssen wanted to know how much it <br />would cost the City to buy the signs and install them. <br />Mike Ulrich, Public Works Foreman, stated that it would cost <br />approximately $1500 if every entrance street to the City on the outer <br />perimeter were posted. Ulrich stated that if the City were to do Long <br />Lake Road, Sherwood, Ardan, and Hillview which would be doubled for a <br />cost of $3,000 for materials and labor. <br />Ulrich stated that the labor cost could be recouped in the fact that <br />the City would not spend the extra time with snowbirds and going back <br />three and four times to plow the streets because the snowbirds wouldn't <br />be there. <br />
