Four ~egular Meeting May 26, 1992 Rickaby further stated that the section of the ordinance that states "...no person shall stop, stand, or park a motor vehicle, ..." seems to be very broad and very difficult to enforce. Rickaby also stated that when the Robert's Off 10 issue was discussed that people had problems with parking restrictions. These persons had stated that everyone in the household worked and that in some cases there were five cars. Rickaby stated that nowadays with taxes and other payments the way they are, everyone in the household has to work. The City has not made any provisions for these cases where there are five in the family and five working. Rickaby stated that the problems with this parking restriction addressed by the people haven't been resolved. Rickaby stated that she isn't comfortable with passing an ordinance to prevent these people from parking on the street without speaking to them further. Rickaby stated she is opposed to this action. Sue Janssen, who gave her address as living on Clearview, stated that she is opposed to this parking ban. She stated that she has lived in Mounds View since 1967 and there has been no problem with plowing or any kind of parking in this town. Ms. Janssen stated that she is upset because the City is trying to take the parking away without notifying • the village people. Ms. Janssen also stated that she found nothing regarding these parking restrictions in the New Brighton Bulletin, which is to be the City's official newspaper and Ms. Janssen stated that this is against the law that the City is to publish notice of this type of change. Ms. Janssen wanted to know whose idea it was. This issue has been discussed in the past and the reason it goes nowhere is that no one wants it. Ms. Janssen stated that no one she has spoken with wants parking restrictions. Ms. Janssen further stated that her son, Michael, was at the Council meeting a couple of weeks ago to ask about parking restrictions and was told at this time the Council was not working on it and that was a lie. Mayor Linke warned Ms. Janssen to not make accusations or charges that she could not substantiate. At this point, Ms. Janssen calmed down and apologized admitting that she was just very upset about the parking restrictions. Ms. Janssen asked if there were private meetings held on this issue. Mayor Linke stated that the Council does not hold private meetings and that this issue had been talked about previously. Mayor Linke explained the process of ordinance changes such as this. Ms. Janssen went on to say that she had heard that the City was laying off an officer so how could the City afford to buy all the signs • it would take to post the parking restrictions.
