Mounds View City Council Page Eight <br />~egular Meeting May 26, 1992 <br />Sue Janssen stated she has sisters from Texas and New York and since <br />her father passed away she entertains her mother and family gatherings <br />are always held at her house. Janssen stated she understands now that <br />she can call the Police Chief and get approval from him. <br />Councilmember Rickaby suggested that the City have this ordinance read <br />by an attorney. <br />Minetor stated that he had discussed this ordinance with Mark Karney, <br />although Mark Karney has never seen the actual written document, <br />regarding the legality of the enforcement of the ordinance. A number <br />of cities post the entrance streets to their City with no parking. <br />Minetor also stated that the Council can approve areas that can be <br />prohibited from these parking restrictions due to the way in which the <br />ordinance is written. <br />Councilmember Rickaby stated that this ordinance, in her opinion, could <br />not pass constitutional muster. <br />Alice Frits stated that the no parking on lawns ordinance is not <br />enforced. People are still parking on their lawns. Ms. Frits wants to <br />know if these parking restrictions will be enforced or are they just <br />another law on the books. People park on their boulevards. <br />Mayor Linke stated that parking on boulevards is not legal. <br />Ms. Frits stated that she understood that cars had to be parked on <br />paved driveway. <br />Mayor Linke stated that he has seen a few parked on lawns, but when he <br />does he calls on them. The cars need to have two wheels on a paved <br />driveway area to be legal. <br />Councilmember Rickaby stated that parking along the boulevard is not <br />legal. People are parking on their boulevards and this is not <br />generally enforced according to the Chief. If this ordinance passes, I <br />don't think it should. <br />Bill Frits, 8072 Long Lake Road, stated that the parking lane on Long <br />Lake Road does not make a lot of moxy. Mr. Frits asked why the City <br />is putting a parking lane on Long Lake Road and then telling them <br />they can't park on it. Discussion followed regarding the parking lane <br />on Long Lake Road. Mayor Linke explained the parking lane and its use. <br />Minetor explained that parking in a travel lane on Long Lake Road is <br />• illegal. This road has to meet County state aid standards and is to <br />have a full shoulder if it has no parking lane. <br />
