<br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Special Meeting <br />September 2, 1992 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55112 <br />C <br />CALL TO ORDER <br />The Mounds View City Council was called to order by Mayor Linke <br />at 6:00 p.m. on Wednesday, September 2, 1992. <br />ROLL CALL <br />MEMBERS PRESENT: <br />MEMBERS ABSENT: <br />Mayor Linke and Councilmembers <br />Blanchard, Quick, Rickaby and Wuori. <br />None <br />• <br />.ALSO PRESENT: <br />COUNCIL BUSINESS: <br />Samantha Orduno, City Administrator, Ric <br />Minetor, Public Works Director, Tim <br />Cruikshank, Management Assistant <br />A. Samantha Orduno, City Administrator, explained the <br />procedure, as outlined by the City Charter, of recalling an <br />ordinance passed by the City Council via petition to put it on a <br />referendum. It was explained that 15~ of the number of voters <br />that voted for president in the 1988 presidential election needed <br />to sign the petition to have a sufficient number of signatures. <br />According to Ramsey County Elections Office, there were 5942 <br />people who voted for president in the 1988 presidential election. <br />15~ of 5942 is 891. The petitions that were submitted by the <br />circulators contained 947 signatures. However, 113 of those <br />signatures were deemed invalid for various reasons. Some of <br />those reasons were: illegible signature, signatures of people who <br />are not registered voters, wrong addresses listed and different <br />addresses listed than what Ramsey County had recorded. This left <br />the group with 834 valid signatures which is 57 signatures short <br />of the necessary amount. <br />Mayor Linke indicated that although the petition committee did <br />
