Mounds View City Council <br />~gular Meeting <br />Page Seven <br />September 14, 1992 <br />Councilmember Quick asked Asleson to define Score grant monies. <br />Asleson replied that Score grant monies are monies received by <br />the County through the 6 1/2 cent sales tax and given to the City to <br />offset recycling costs. The $25,000 Score grant monies would be <br />given to the City whether or not the billing was done through <br />Ramsey County Property Taxation. <br />Councilmember Quick stated that his preference would be to keep <br />the collection of the recycling funds in house. <br />Councilmember Rickaby would accept that amendment to the <br />motion previously before the Council. <br />Councilmember Blanchard stated that she is bothered by putting <br />something on tax roles without more input from the general public. <br />Mr. Oman stated that with hidden costs there would be resistance. <br />The recycling amount would show up on either the garbage hauler's <br />bill, the property tax or City utility funds. <br />Councilmember Quick added that by paying through the City the <br />residents could pay this bill in four installments. <br />Councilmember Wuori asked if the County could increase the <br />rate of $.12. Wuori felt that figure could be increased <br />because as the pay scale increases, so do costs of accomplishing these <br />tasks. <br />Asleson stated those costs have increased in the past. <br />Walt Witzke, resident of New Brighton, stated that he helped <br />to set up New Brighton's hauling system and shared some examples <br />of New Brighton's recycling fund. <br />Councilmember Rickaby stated that she is concerned about not having <br />an informational meeting. There was a presentation by the <br />Environmental Quality Task Force to the Council at their Work Session <br />last week and this would have afforded plenty of time to set an <br />informational meeting for tonight. <br />Mayor Linke stated that there would not have been enough time for <br />posting of a public hearing. <br />Councilmember Rickaby stated that she had checked with the County and a <br />public hearing was not required on this issue, an informational meeting <br />would have sufficed. Last week would have been ample time to notify <br />residents of an informational meeting. <br />Samantha Orduno, City Administrator, explained the process of <br />. notification when setting a formal public hearing. There has. to be 10 <br />days notice. <br />
