Mounds View City Council March 28,2011 <br /> • Regular Meeting Page 3 <br /> Mayor Flaherty questioned if the easements had to be vacated at this time. Planning Associate <br /> Heller explained Coventry Senior Living applied for the vacation of the easements apart of the <br /> plat process. The City was on the 60 day clock and the easement vacation was one step in the <br /> process. <br /> Mayor Flaherty encouraged the City to hold an additional neighborhood meetings regarding the <br /> development. Planning Associate Heller indicated this would be up to the developer, as two <br /> meetings required were held last summer. City Administrator Ericson explained the City has <br /> completed all public input sessions necessary throughout the approval process. <br /> Mayor Flaherty stated he would be in favor of the City holding one additional neighborhood <br /> meeting to gain additional feedback on the final plans, and let neighbors know the project was <br /> moving forward. <br /> MOTION/SECOND: Mueller/Stigney. To Waive the First Reading and Introduce Ordinance <br /> 858, Vacating Easements on 2320 County Road 10 and 5260 O'Connell Drive (as part of the <br /> Coventry Senior Living Development). <br /> Ayes—5 Nays—0 Motion carried. <br /> C. 7:15 p.m. Public Hearing to Consider Resolution 7761, Adopting a Special <br /> • Assessment Levy for Delinquent Public Utility Accounts and Unpaid False <br /> Alarm Charges. <br /> Finance Director Beer indicated a property within the City has become delinquent on both their <br /> public utility account and false alarm charges. The property owner was notified of the public <br /> hearing this evening. He explained the site was now for sale and to protect the City he <br /> recommended the Council approve a special assessment against the property to assure future <br /> payment. <br /> Mayor Flaherty opened the public hearing at 7:25 p.m. <br /> Hearing no public input, Mayor Flaherty closed the public hearing at 7:25 p.m. <br /> MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7761, <br /> Adopting a Special Assessment Levy for Delinquent Public Utility Accounts and Unpaid False <br /> Alarm Charges. <br /> Mayor Flaherty verified that the property owner was notified of the public hearing this evening. <br /> Council Member Mueller noted the property owner could pay the assessment and avoid any <br /> further interest charges if paid by April 28th. <br /> Ayes—5 Nays—0 Motion carried. <br /> II/ <br />
