Mounds View City Council March 28,2011 <br /> Regular Meeting Page 6 • <br /> Council Member Stigney recommended the memorandum of understanding also be put on hold. <br /> Mayor Flaherty did not understand the need for the stipend and felt the officer's knowledge and <br /> experience should be passed along to new officers as part of the job description as a Sergeant. <br /> Council Member Hull questioned how the training was completed in the past. City <br /> Administrator Ericson stated in the past, an additional stipend was offered to field training <br /> officers,but they were Police Officers and not Sergeants. <br /> Council Member Mueller asked if training was included within the Sergeant's job description. <br /> City Administrator Ericson stated he reviewed the job description and it did not list training for <br /> junior officers as one of its directives. However, this was up to interpretation and there was an <br /> item that stated, "all other duties as assigned." <br /> Mayor Flaherty understood a stipend should be paid to field training officers but did not <br /> understand the need for an additional stipend to those promoted to a higher position within the <br /> department. He recommended the item be placed on hold with the contract. <br /> Council Member Hull indicated the field training could be over and above the regular training <br /> conducted by Sergeants. For this reason,he would support the item as presented. <br /> Council Member Gunn questioned if the Sergeants were certified to complete the field training. <br /> 1111 City Administrator Ericson was uncertain if certification was necessary. <br /> Council Member Gunn felt the stipend should be paid to the officers that are certified to <br /> complete the field training within the department whether a patrol officer or a Sergeant. <br /> Council Member Mueller commented that in the past, Sergeants completed the training of new <br /> officers. However, as of late, Patrol Officers have completed this task, providing them <br /> additional income and experience for future promotions. She felt the issue should be put on hold <br /> until the LELS contract was decided. <br /> MOTION/SECOND: Stigney/Hull. To Postpone Resolution 7756, the Memorandum of <br /> Understanding between the City and LELS 232 about a Training Stipend, until further <br /> information was available from the Legislature. <br /> Council Member Hull indicated the recent officers hired would need to be trained. He did not <br /> want to see this training hindered based on Council action taken this evening. Finance Director <br /> Beer stated the training would be completed by the Police Department regardless. However, he <br /> cautioned the Council on this issue stating additional duties would have to be assumed by the <br /> officers and the Council may have to consider additional compensation. Because of this, <br /> precedence could be set for all workers within the City any time additional duties are added to a <br /> job description. <br /> Council Member Gunn explained this could create a problem if the Sergeants were asked to go <br /> above and beyond their duties without proper pay. She recommended the Council hear from the <br /> 1111 <br />
