Mounds View City Council March 28,2011 <br /> • Regular Meeting Page 7 <br /> Chief on this matter. <br /> Mayor Flaherty agreed and recommended this issue be resolved within the contract negotiation. <br /> City Administrator Ericson explained that in the past the field training was completed by the <br /> Patrol Officers and the Sergeants were to oversee the program. <br /> Council Member Gunn recommended the department's Patrol Officers become certified to <br /> complete the field training. City Administrator Ericson stated this would address the current <br /> concerns. <br /> Ayes—5 Nays—0 Motion carried. <br /> G. Resolution 7759, Revising Section Three of the Personnel Manual Regarding <br /> Compensation and Benefits. <br /> City Administrator Ericson stated the Council was revising and updating the Personnel Manual. <br /> Issues from Section Three were reviewed and discussed at the March work session meeting. The <br /> City acknowledged it would review the pay equity compliance but would not make this an <br /> annual review. He further reviewed the changes made to the section and recommended Council <br /> approve the revisions in the language. <br /> • Council Member Stigney questioned Section 3.4 regarding severance as it seemed to apply only <br /> to employees that resigned their position. City Administrator Ericson stated that in any <br /> separation of a position certain benefits were due an employee, whether City initiated or <br /> employee initiated. He noted he would clarify the language within the personnel manual <br /> regarding this issue. <br /> Council Member Mueller questioned what the sick leave benefit was per year. Finance Director <br /> Beer noted employees accrued 96 hours of sick leave per year. <br /> Brian Amundson, 3048 Wooddale Drive, asked if pay equity compliances were conducted <br /> between public and private sector job positions. City Attorney Riggs indicated pay equity <br /> compliances were subject to State Statute and were conducted among public entities to assure <br /> there is pay equity among genders. <br /> MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7759, Revising <br /> Section Three of the Personnel Manual Regarding Compensation and Benefits, revising the <br /> Severance Section per Council Member Stigney's comment. <br /> Mayor Flaherty thanked Staff for providing Council with revisions on this section. <br /> Ayes—5 Nays—0 Motion carried. <br /> • <br />
