To Waive the Reading and Adopt Resolution 7770, <br /> 3 Authorizing the Advertisement for the Engineering/GIS Intern. <br /> 4 <br /> 5 Mayor Flaherty reiterated that the City was not adding to staff but filling a vacancy. <br /> 6 <br /> 7 Ayes—5 Nays—0 Motion carried. <br /> 8 <br /> 9 D. Resolution 7771,Awarding a Construction Contract with Northwest Asphalt, <br /> 10 Inc. and Authorizing Bonestroo to Provide Engineering Services for the <br /> 11 Construction Phase of the 2011 Street and Utility Improvement Project — <br /> 12 Area D. <br /> 13 <br /> 14 Public Works Director DeBar stated on February 28th the Council approved the plans and <br /> 15 specifications for Area D and authorized advertisement of bids. The City received eight bids for <br /> 16 the project with the lowest bid being received by Northwest Asphalt from Shakopee. He <br /> 17 explained this was the same vendor used for Areas B and C and completed great work on behalf <br /> 18 of the City. He indicated that Bonestroo would complete the staking for the project to eliminate <br /> 19 any conflict of interest. <br /> 20 <br /> 21 Public Works Director DeBar indicated the bidding environment was still favorable and the City <br /> 1111 22 was fortunate to complete work for this improvement project. MnDOT has approved the City's <br /> 23 street improvement plans and State funding was available. He then reviewed a letter from the <br /> 24 vendor along with a proposal from Bonestroo for engineering services for this project. He <br /> 25 anticipated a neighborhood meeting would be held in early May. Staff recommended the Council <br /> 26 award the construction contract to Northwest Asphalt and authorize Bonestroo to provide <br /> 27 engineering services for the Construction Phase of the 2011 Street and Utility Improvement <br /> 28 Project for Area D. <br /> 29 <br /> 30 Council Member Mueller questioned what percentage of project costs is Bonestroo's fee (for <br /> 31 construction service). Public Works Director DeBar estimated 11% to 12% of the total <br /> 32 construction costs. Fees were lower than in the past as the City has assumed and clarified a <br /> 33 portion of the tasks. <br /> 34 <br /> 35 Mayor Flaherty requested that Bonestroo provide a better bid for staking as their bid was quite <br /> 36 high in relation to the bids received. Joe Rhein, Bonestroo, explained the price included <br /> 37 surveying and staking for the entire project based on City standards. He added that the City <br /> 38 would see savings overall due to the efficiencies provided by Bonestroo in completing these <br /> 39 services through a reduction in inspection services. <br /> 40 <br /> 41 Council Member Mueller noted the bid being approved this evening was for bid base one without <br /> 42 the alternate.
