Mounds View City Council December 13, 2010 <br />Regular Meeting Page 6 <br />1 <br />Council Member Mueller asked how much Mr. Larson had invested in the project to date. Mr. 2 <br />Larson stated he has invested approximately $500,000 in the project to date. Mr. McLendan3 <br />added that Oppenheimer supported the project 100% and would underwrite the project toassure4 <br />that the temporary bonds were refunded. Investors were supportive of the project oncebond5 <br />rates were more favorable. 6 <br />7 <br />Council Member Stigney requested that Oppenheimer keep the Council apprised of thebond8 <br />situation. Mr. McLendan stated the temporary bonds had a 20 day notice to the City andthe9 <br />Council would be informed of the bond refunding timeline. 10 <br />11 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7717, 12 <br />Relating to Issuance of the City’s Multifamily Housing Revenue Bonds (Select Senior Livingof13 <br />Mounds View Project), Series 2010 as Temporary Bonds and Authorizing the Issuanceof14 <br />Multifamily Housing Revenue Refunding Bonds (Select Senior Living of Mounds View Project), 15 <br />Series 2011 and the Execution of Various Related Documents. 16 <br />17 <br />Ayes – 5 Nays – 0 Motion carried. 18 <br />19 <br />C. Resolution 7708, Approving the Eligibility List and AuthorizingPromotion20 <br />of Officer Ben Zender to Sergeant. 21 <br />22 <br />Police Chief Kinney reviewed a report recommending Officer Ben Zender be promoted toPolice23 <br />Sergeant. The position became vacant when Mike Kampa retired in July. The PoliceCivil24 <br />Service Commission met and reviewed the promotional process from internal candidates. The25 <br />interview process was discussed in detail. He recommended the promotion of Officer Zender, as26 <br />noted by the Civil Service Commission to Sergeant. 27 <br />28 <br />Council Member Mueller questioned why Step 3 was chosen for Officer Zender. PoliceChief29 <br />Kinney explained Step 3 was the first step above his current level of pay. 30 <br />31 <br />City Administrator Ericson noted a change to the Resolution as Officer Zender would notmove32 <br />from Step 3 to Step 4 until after 12 months, per the sergeant’s contract. In addition, he wouldnot33 <br />move from Step 4 to Step 5 until after 24 months. 34 <br />35 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 7708, 36 <br />Approving the Eligibility List and Authorizing Promotion of Officer Ben Zender to Sergeantas37 <br />amended, effective December 13, 2010. 38 <br />39 <br />Council Member Stigney expressed concern with the promotion due to the fact he hadrequested40 <br />the shift rotation within the department and had not yet received this information. City41 <br />Administrator Ericson stated all officers work 12 hour shifts and the promotion would notimpact42 <br />staffing. Police Chief Kinney indicated the sergeant position was vacant and thepromotion43 <br />would increase the number of supervisory hours during the night shift. 44 <br />45
