Item No: 8C <br />Meeting Date: January 24, 2011 <br />Type of Business: Consent Agenda <br />1AdministratorReview: <br />onsommommosomm <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7732, Approving a Tree Trimming Contract with 4 <br />Seasons Tree Care, Inc. <br />Background/Discussion: <br />As part of the Urban Forestry activities, the City hires a tree contractor to perform tree <br />trimming for trees on public property (rights-of-way and parkland) during winter months. <br />Winter is often the best time to trim trees since no active growth is occurring and frozen <br />ground provides better access to remote trees and minimizes restoration. Trees require <br />regular maintenance, like trimming, to remain healthy and prevent damage from storms, high <br />winds, insects, and disease. Some common hazards from boulevard trees include dead or <br />overgrown branches making traffic signs difficult to see or interfering with vehicles sightlines at <br />intersections. <br />The City contracts with a licensed tree contractor to perform the tree trimming activities. <br />Quotes were solicited and received by two qualified tree contractors to provide a two -person <br />crew, bucket truck, chipper, and a chip truck as follows: <br />1. 4 Seasons Tree Care, Inc. (Pierz, MN): $130 per hour <br />2. Upper Cut Tree Services (Forest Lake, MN): $150 per hour <br />All work direction and inspection is done by the City's Forestry Consultant, Mr. Rick Wriskey. <br />The work areas for this winter include east -west roadway corridors and two parks: Silverview <br />and Lambert. The 2011 adopted Budget includes $9,000 in the Forestry fund (100-4380- <br />3030) and $2,000 in the Parks Fund (100-4360-3030) for tree trimming activities. A standard <br />Independent Contractor Agreement will be used for the tree trimming work. <br />Recommendation: <br />Staff recommends that the City Council consider adopting Resolution 7732 approving a <br />contract with 4 Seasons Tree Care for tree trimming services. <br />Respectfully submitted, <br />Nick DeBar - Public Works Director <br />Attachments: <br />Resolution 7732
