He explained a seasonal employee <br /> would not be employed by the City for more than six months. Staff recommended the Council <br /> approve the 2012 public works and parks seasonal positions. <br /> MOTION/SECOND: Stigney/Hull. To Waive the Reading and Adopt Resolution 7886, <br /> Approving the 2012 Public Works and Parks Seasonal Positions. <br /> Ayes—4 Nays—0 Motion carried. <br /> B. Introduction and First Reading of Ordinance 867,to Allow Outdoor Vending <br /> Kiosks (ex. Redbox) at Retail and Restaurant Businesses. <br /> Planning Associate Heller explained that as technology continues to evolve and change the City <br /> Code would be in need of amendments to address these new products and services available. <br /> She indicated current code does not address outdoor vending kiosks and therefore this was not an <br /> allowed use. However, the City has been approached by a local business wishing to have an <br /> outdoor Redbox kiosk. <br /> Planning Associate Heller commented all cities surrounding Mounds View allow Redbox kiosks <br /> and the Planning Commission supported the outdoor vending kiosks. She indicated the Council <br /> could proceed making outdoor vending kiosks a conditional use as recommended by the Planning 110 <br /> Commission, or an accessory use as recommended by Staff. Staff suggested the kiosks be <br /> allowed in the B-1 zoning district along with PUD's. Council was then asked to review <br /> Ordinance 867 and provide comment. <br /> Council Member Stigney recommended only one kiosk be allowed at the mall area. Planning <br /> Associate Heller indicated this was the intent of the Ordinance amendment. <br /> Acting Mayor Mueller questioned if there would be a permit fee for the outdoor vending kiosks. <br /> Planning Associate Heller noted if this were a conditional use the applicant would need to pay a <br /> $400 planning fee. She stated an accessory use would not require a permit fee. <br /> Acting Mayor Mueller asked if the kiosks would need to be monitored by staff. Planning <br /> Associate Heller did not anticipate a large number of kiosks and stated staff could monitor the <br /> units when driving throughout the City. <br /> Council Member Gunn was pleased the City would be receiving a Redbox. She questioned <br /> which businesses were allowed to have a Redbox. Melissa White, manager at Walgreens, <br /> explained that McDonald's, grocery stores, gas stations and Walgreens were the most common <br /> business types at this time. <br /> Acting Mayor Mueller asked if there was a fee to place the kiosk on site. Ms. White indicated <br /> Redbox paid for the electrical connection fees and Walgreens simply needed to provide the <br /> 1111 <br /> outdoor space. <br />
