To Waive the First Reading and Introduce Ordinance 867, an <br /> Ordinance amending Title 1100, Chapters 1102 and 1112 of the Mounds View Zoning Code <br /> adding Outdoor Rental Vending Kiosks at Retail and Restaurant Businesses as an accessory use. <br /> Ayes—4 Nays—0 Motion carried. <br /> C. Resolution 7888, Accepting Miscellaneous Cash Donations for 2011. <br /> Finance Director Beer stated by Statute the City has to accept donations. The City receives <br /> donations throughout the year for various reasons and in varying amounts. Donations without a <br /> specified purpose were placed into the general fund. All others were put into the requested <br /> accounts. Staff was bringing the donations before the Council this evening for approval by <br /> Resolution. <br /> MOTION/SECOND: Gunn/Stigney. To Waive the Reading and Adopt Resolution 7888, <br /> Accepting Miscellaneous Cash Donations for 2011. <br /> Acting Mayor Mueller explained residents were able to make donations to the City for <br /> memorials, Festival in the Park, or for the new K9 unit. She thanked all those who made <br /> donations to the City of Mounds View in 2011. <br /> • Ayes—4 Nays—0 Motion carried. <br /> D. Resolution 7889, Approving Bidding Documents and Authorizing <br /> Advertisement for Bids for 2012 Reroofing of Community Center and Water <br /> Treatment Plant No. 1 Project. <br /> Public Works Director DeBar stated that in 2010 the City had a roof management program <br /> completed. This program had detailed inspections and established a schedule for repairs for the <br /> 16 City owned buildings. The program suggested the Community Center and water treatment <br /> plant No. 1 be reroofed in 2012. He noted Inspec completed the design services and prepared <br /> plans and specifications for the public bidding process. <br /> Public Works Director DeBar indicated the Community Center had a $45 million roof and was <br /> completed in 1997. Inspec found the current insulation to be in good condition but additional <br /> material would be added to create a proper slope for drainage. He explained the water treatment <br /> plant would be a built-up roof, similar to City Hall with an expected life of 20 years. <br /> Public Works Director DeBar stated $250,000 had been budgeted for 2012 to complete the <br /> reroofing of the Community Center and water treatment plant. Inspec estimates the cost for the <br /> water treatment plant to be $45,000 and $370,000 for the Community Center. He noted there <br /> was a calculation error with the original estimate. He discussed the bidding timeline with the <br /> • Council in detail. Staff recommended the Council approve the bidding documents and authorize <br /> advertisement for bids. <br />
