Mounds View City Council February 13,2012 <br /> Regular Meeting Page 3 <br /> • Council Member Stigney objected to the payment being made to the representatives as he felt the <br /> amount was not necessary when people were willing to volunteer for the position free of charge. <br /> Ayes—5 Nays—0 Motion carried. <br /> B. First Reading on Ordinance 868, An Ordinance Creating a New Chapter to <br /> Title 900 Regulating Illicit Discharge and Connections to Storm Drainage <br /> System. <br /> Public Works Director DeBar stated that the City's storm water drainage system was required to <br /> have a municipal separate storm sewer system, otherwise known as an MS4 General Permit. <br /> This allows the City to discharge storm water runoff to lakes, rivers and streams. This was <br /> mandated by the Clean Water Act and administered locally through the Minnesota Pollution <br /> Control Agency. <br /> Public Works Director DeBar commented illegal discharges were a concern and through the new <br /> chapters to Title 900, the City would be addressing this issue. Staff recommends the Council <br /> introduce Ordinance 868 and waive the first reading. <br /> Council Member Mueller questioned who was responsible for the enforcement of this Ordinance. <br /> Public Works Director DeBar indicated this enforcement responsibility would fall on the Public <br /> • Works Department. He explained there were several techniques in determining illegal <br /> discharges. <br /> Council Member Mueller asked if the violations carried a fine. Public Works Director DeBar <br /> stated the violations are a misdemeanor and could carry up to a$1,000 fine. <br /> Mayor Flaherty thanked Staff for preparing this language as it would assist the City with <br /> maintaining its storm water system more effectively. <br /> MOTION/SECOND: Stigney/Mueller. To Waive the First Reading and Introduce Ordinance <br /> 868, An Ordinance Creating a New Chapter to Title 900 Regulating Illicit Discharge and <br /> Connections to Storm Drainage System. <br /> Ayes—5 Nays—0 Motion carried. <br /> C. Resolution 7897, Accepting Work for 2011 Reroofing of City Hall and Well <br /> House No. 5 & 6 Project and Authorizing Final Payment to Rosenquist <br /> Construction,Inc. <br /> Public Works Director DeBar stated that in 2011 Rosenquist Construction, Inc. reroofed City <br /> Hall and Well House No. 5 & 6. He explained all punch list items have been completed. The <br /> total expense of the project was $187,535, which is $14,665 below the construction budget and <br /> • $52,465 below the $240,000 adopted budget. <br />
