Staff recommended the Council accept
the 2011 reroofing of City Hall and Well House No. 5 & 6 and authorize final payment to
Rosenquist Construction.
Council Member Stigney questioned if the manufacturer offered a warranty on the roof. Public
Works Director DeBar stated the quality of the workmanship on this project was more important
than the roofing material. He indicated there was no warranty beyond the five years.
Council Member Mueller asked if the roof has had any leaks since it was completed. Public
Works Director DeBar explained a significant rainfall did take place after the roof was
completed and no leaks were found.
Mayor Flaherty commented the reroofing work was much needed as there were numerous leaks
in the roof at City Hall.
MOTION/SECOND: Gunn/Stigney. To Waive the Reading and Adopt Resolution 7897,
Accepting Work for 2011 Reroofing of City Hall and Well House No. 5 & 6 Project and
Authorizing Final Payment to Rosenquist Construction, Inc.
Ayes—5 Nays—0 Motion carried.
D. Resolution 7898,Approving a Construction Contract with Keys Well Drilling
Company for 2012 Municipal Well No. 3 & 5 Rehabilitation Project.
Public Works Director DeBar stated that the City had a seven year cycle maintenance program
for well pump and motor rehabilitation. He indicated this involves pulling all column pipe, the
pump, and motor out of the well to ensure all was working properly. Municipal Well No. 3 & 5
were last rehabilitated in 2005.
Public Works Director DeBar indicated the City has solicited quotes for the needed rehabilitation
project and Keys Well Drilling Company out of St. Paul was the low quote at $52,585.00. He
noted Keys Well Drilling completed the last well rehabilitation project for the City and was
familiar with the City's wells. Staff recommended approval of the construction contract with
Keys Well Drilling Company for the 2012 Municipal Well No. 3 & 5 Rehabilitation project.
Public Works Director DeBar recommended a 15% contingency on the project to ensure all
expenses could be covered, which would bring the total project expense not to exceed $60,500.
He explained the 2012 budget had$75,000 to cover the rehabilitation expense.
Council Member Stigney questioned why 15% was being requested versus the standard 10%.
Public Works Director DeBar indicated the 15% is recommended on this project since there is a
higher risk for extra costs since the work was located underground and could not be visually
inspected before soliciting quotes.
City Administrator Ericson asked if Wells 1 & 2 had any contingency expenses.
