Mounds View City Council February 27, 2012 <br /> Regular Meeting Page 2 <br /> Mayor Flaherty opened the public hearing at 7:05 p.m. <br /> Hearing no public input, Mayor Flaherty closed the public hearing at 7:05 p.m. <br /> Council Member Stigney questioned if the size of the kiosks should be limited to 12 square feet. <br /> City Administrator Ericson indicated staff was not interested in limiting the size. Each retail use <br /> would have the discretion to control this issue. He did not feel the City had the size or density <br /> where three units would be needed at a single site. <br /> Council Member Mueller commended the City Council, Planning Commission and Staff for <br /> addressing this issue and bringing forward an Ordinance to support this new use. She was <br /> pleased the kiosks would be available throughout the City as it made the community more <br /> walkable. <br /> MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 867, <br /> to Allow Outdoor Vending Kiosks (ex. Redbox) at Retail and Restaurant Businesses and publish <br /> a summary. <br /> ROLL CALL: Mueller/Gunn/Hull/Stigney/Flaherty. <br /> Ayes—5 Nays—0 Motion carried. <br /> • <br /> B. Resolution 7902, Supporting No Change to the Fiscal Disparities Program. <br /> City Administrator Ericson stated the Council was being asked to consider a Resolution <br /> supporting no change to the Fiscal Disparities Program. He indicated Mounds View does <br /> receive a benefit from the Fiscal Disparities Program and the City would like that to be <br /> maintained. Staff recommended the Council approval of Resolution 7902. <br /> Bob Benke, director of the North Metro Mayor's Association, indicated this issue has been <br /> discussed by the House and, at this time, he did not foresee any significant changes to the Fiscal <br /> Disparities Program. He discussed the numerous benefits of the program with the Council in <br /> detail. Mr. Benke recommended the City review the report and support no change to the <br /> program. <br /> Mayor Flaherty indicated fiscal disparities came about in 1971 and assisted in creating a level <br /> playing field for business developments and the City's tax base. He fully supported the <br /> Resolution before the Council. <br /> Council Member Mueller questioned if the current fiscal disparities program reduced the bidding <br /> wars between cities when trying to attract new businesses. Mr. Benke felt this was the case, <br /> even if the impact was minimal. <br /> Council Member Mueller asked if the North Metro Mayor's Association was linked with the <br />
