<br /> <br />City Administrator Ericson requested Item 7Q be addressed next on the agenda. <br /> <br /> Q. Resolution 7952, Authorizing the Implementation of the “Citizen Mobile Access” Application to Integrate with the Comcate Code Enforcement Manager (CEM) Software. <br /> <br />Code Enforcement Officer Anderson discussed the implementation and benefits of the “Citizen Mobile Access” application. He indicated this application would be integrated with the Comcate <br /> Code Enforcement Manager (CEM) software and was a cost effective measure to assist the public in addressing code enforcement concerns in the City. He commented the app could be tracked <br /> through the CEM software program and allowed for reports to be documented for the Council. <br /> <br />Code Enforcement Officer Anderson commented that no other cities in the metro area were using this app to date. However, he spoke with individuals in Henderson, Nevada and Fort Collins, <br /> Colorado about their use of the app. Their comments were that the app allowed for a creative avenue for additional code enforcement information to be streamed into the City. Staff <br /> recommended the Council approve a Resolution and authorize the implementation of the “Citizen Mobile Access” application for both the android and iPhone marketplace. <br /> <br />Council Member Mueller stated the current system has greatly increased efficiencies in the code enforcement department. She questioned how the additional app would assist the department. <br /> Code Enforcement Officer Anderson indicated it would make the department more efficient while engaging the public in code enforcement issues. In addition, the public would become <br /> more invested in each case. <br /> <br />Council Member Gunn questioned the expense of the app. Code Enforcement Officer Anderson noted a fee could be charged for the app but he was recommending it remain free of charge to <br /> the residents of Mounds View. <br /> <br />Council Member Hull asked if the number of downloads on the app could be tracked. Code Enforcement Officer Anderson stated this could be monitored through Android and through Apple. <br /> <br />Mayor Flaherty indicated there was a yearly contract with Comcate for an expense of $1,700 with an upfront investment of $2,400. He questioned how this expense would be funded. City <br /> Administrator Ericson explained that funds were available in the Community Development budget. He stated the $1,700 would be a budgeted expense in 2013. <br /> <br />Mayor Flaherty questioned how effective this app would be and if the tool would be misused by the residents. Code Enforcement Officer Anderson stated he was interested in assisting <br /> the public with reporting code enforcement issues and not policing the City. <br /> <br />Council Member Stigney was pleased that Staff was able to get a reduced price for the initial
