<br /> <br />Council Member Mueller asked if the City had to contribute funding to the Rice Creek Watershed Study. Public Works Director DeBar indicated the City was not required to assist with <br /> funding this study. The study would be completed by the MPCA. <br /> <br />Mayor Flaherty commented Silverview pond sediment was more concentrated on the south side of the pond. He questioned if the study mentioned anything regarding the cause of this issue. <br /> Public Works Director DeBar reviewed a topographic map of the pond describing the location of built up sediment. Silverview pond was found to be a healthy pond and Rice Creek would <br /> rather have the sediment in this location than in other waterways. <br /> <br />Mayor Flaherty thanked Public Works Director DeBar for the report this evening and for his work on the Stormwater Pollution Prevention Program. <br /> <br />7. COUNCIL BUSINESS <br />Resolution 7963, Approving a Lease Agreement with Neopost/Hasler for a Postage Machine. <br /> <br />Assistant City Administrator Crane indicated in 2007 the City purchased a postage machine through Minnesota Mailing Solutions. This company has since gone out of business and was purchased <br /> by Pitney Bowes. Due to these events, Staff has no maintenance agreement on its current machine and service calls are extremely expensive. Staff has since contacted Pitney Bowes to <br /> discuss the possibility of assuming a service contract on its current machine. She has been unsuccessful to date. <br /> <br />Assistant City Administrator Crane has recently learned that the City’s current postage machine and meter was obsolete and requested the Council approve a lease agreement with Neopost/Hasler <br /> for a new postage machine. The lease was a more cost effective method than purchasing the equipment outright. She indicated the budget had funds available to cover this expense. <br /> <br /> <br />Council Member Mueller asked if there was any salvage value in the City’s current postage meter. Assistant City Administrator Crane stated the piece of equipment was obsolete and had <br /> no value at this time. <br /> <br />Mayor Flaherty stated he was disappointed in Pitney Bowes and their inability to assist the City with a service contract. He thanked Staff for pursuing a contract with Neopost/Hasler. <br /> Assistant City Administrator Crane stated she was looking forward to working with Neopost/Hasler as they were a local company officed in Eagan, Minnesota. <br /> <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7963, Approving a Lease Agreement with Neopost/Hasler for a Postage Machine. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />Resolution 7961, Authorizing Stantec Consulting Services Inc. to Perform
