Mounds View City Council November 13, 2012 <br />Regular Meeting Page 6 <br />MOTION/SECOND: Stigney/Gunn. To Approve the October 8, 2012, City Council meeting <br />minutes as corrected. <br />Ayes — 4 Nays — 0 Motion carried. <br />11. REPORTS <br />A. Reports of Mayor and Council. <br />Acting Mayor Mueller stated on Thursday, November 15, 2012 at 6:00 p.m. the Ramsey League <br />of Local Government would be holding a meeting to recognize outgoing officials. The meeting <br />would be held at the Hilton Garden Inn in Shoreview. <br />Acting Mayor Mueller commented on November 14, 2012 at 7:00 p.m. City Hall in the <br />Conference Room the Festival in the Park committee would be meeting. She encouraged all <br />interested to attend the meeting. <br />City Administrator Ericson indicated the Charter Commission would be meeting November 14, <br />2012 at 7:15 p.m. in the Council Chambers. He noted the Charter Commission was in need of <br />volunteers. <br />B. Reports of Staff. <br />1. Third Quarter Finance Department Report. <br />Finance Director Beer reviewed the Third Quarter Finance Department report with the Council in <br />detail. He noted the City received LGA in July of this year and anticipated a second half <br />payment in December. He explained franchise payments were down slightly this year but fines <br />and penalties were up. He discussed revenues and expenses for the community center over the <br />past year. It was noted the four utility funds were operating under budget. He then reviewed the <br />items the Finance Department would be working on during the fourth quarter. <br />2. Third Quarter Police Department Report. <br />Police Chief Kinney discussed the Third Quarter Police Department Report with the Council in <br />detail. He noted arrests were up significantly from last year due to the great enforcement work <br />by the City's officers. He indicated theft and fraud were again the top two crime classifications <br />for Mounds View. <br />Police Chief Kinney reviewed the recent training events attended by the officers. He explained <br />the Ramsey County Sheriff's Department provided crime scene training to the City's <br />investigators. He discussed the K-9 cases in the last quarter noting there were 21 deployments. <br />He indicated Niko was a huge asset to the department and at this time, were completing narcotics <br />training. <br />
