Mounds View City Council March 13, 2000 <br />Regular Meeting Page 16 <br />• stipulation indicates that if the selected billboard vendor, Eller Media, is unable to obtain the <br />necessary permits from MNDot, the Interim Use Permit shall be considered null and void. <br />Planning Associate Ericson advised that Sysco's proposal would be before the Planning <br />Commission for a public hearing the following Wednesday, and a number of the issues Council <br />Member Marty had brought forward would be addressed. He explained that all of those issues <br />should be resolved in one form or another in the Planning Commission's recommendation to the <br />Council, and all parties feel very strongly that the issues will be resolved in the sense that no one <br />should be harmed by these applications. He indicated the City is not a proponent of billboards, <br />as the Council has stated in the past, however, the Code is in place, and they must accept the <br />applications and review them in terms of whether or not they are consistent with the City Code <br />and the Comprehensive Plan. <br />Acting Mayor Stigney thanked Plarming Associate Ericson for his very detailed overview of this <br />item. <br />Council Member Quick inquired if notification had been provided to residents within 250 feet of <br />the proposed site, when the Planning Commission held the public hearing on this matter. <br />Planning Associate Ericson stated it was. <br />Council Member Quick inquired regarding the height of the proposed billboards. Planning <br />Associate Ericson stated they would be no more than 35 feet in height. <br />• <br />There was no public input. <br />Acting Mayor Stigney closed the Public Hearing at 8:25 p.m. <br />City Attorney Long advised that when the public hearing for this matter was originally <br />scheduled, staff had thought that Item E of the Consent Agenda would be on the same time <br />frame. He explained that this item pertains to the aspect of amending the Code by adopting State <br />Law that puts into place the authority to issue Interim Use Permits. He indicated that <br />procedurally, this item should be in place before the City can actually grant an Interim Use <br />Permit, and therefore, he would recommend that the Council lay over the resolution until their <br />next meeting. He explained that the application before the Council would still be in line ahead <br />the Sysco proposal, and the Council would be have the opportunity to consider it in advance of <br />that, however, they do not wish to grant an Interim Use Permit before this statutory provision is <br />met. <br />MOTION/SECOND: Quick/Marty.
