He requested the Council Members welcome this frank discussion, and accept the <br />constructive criticism, without inhibiting it in any way. He reiterated that they would not be <br />conducting any City business, and the meeting would be open to the public. <br />MOTION/SECOND: Marty/Quick. To Hold the Staff/Council Retreat at the Community Center <br />to Tour the Community Center in its Completed State, and View the Showers and Locker <br />Rooms, and to Facilitate any Open Discussion/Criticism. <br />Council Member Thomason stated she concurred. She explained that during the Retreat, the <br />Council does not set policy, or engage in any business that would affect the residents. She stated <br />this is a team building, honesty seeking effort, geared toward open communication between staff <br />and the Council, and much welcome and unwelcome constructive criticism has occurred which is <br />for the betterment of both the staff and the Council. <br />Acting Mayor Stigney indicated that in a democracy, a posted public meeting should be <br />broadcast on cable television. He stated the two previous Retreats that were held at the <br />Northland Inn dealt with goal setting for the City, and he believed the residents should be <br />apprised of the goals for the City. He indicated this was a perfect opportunity to hold the <br />meeting in Council Chambers, rather than going across the street, and attempting to stay off <br />camera. <br />Ayes - 3 Nays - 1 (Stigney) Motion carried. <br />Council Member Thomason had no report. <br />Council Member Marty stated he has heard discussion in the community pertaining to the loss of <br />life that occurred in front of City Hall, and some rumors have been spreading. He indicated the <br />report from the State Patrol has been received, and in his understanding, the rate of speed the <br />driver was travelling was 38 miles per hour, and as routine procedure, blood alcohol and drug <br />analysis were conducted, and were determined to be negative. <br />City Administrator Whiting stated the City received a donation from a young person in the <br />community, to be put towards a tunnel or pedestrian bridge on Highway 10. He indicated that as <br />discussed at the previous Council Meeting, the City is able to accept such donations, which <br />should be accompanied with some form of identification, and an indication at to their purpose. <br />He stated donations would be held until such time that a project is decided upon, or it is <br />appropriate to turn the money back. He stated he has been in contact with an individual who is <br />interested in setting up a benefit, which could possibly be held at the Community Center, and <br />further information in this regard will be forthcoming. <br />City Administrator Whiting stated Acting Mayor Stigney has suggested that staff schedule a <br />quarterly report of staff. He explained that this is typically done at the Council Work Session, at <br />which time, the Council is either presented with a formal report, or calculations are made <br />regarding the number of times staff members have assisted the Council on issues. He pointed out <br />that it might not be appropriate to schedule this matter for consideration at the Staff/Council <br />Retreat, as this would involve bringing the residents out of their homes in the evening.
