Mounds View City Council March 13, 2000 <br />Regular Meeting Page 5 <br />indicated that the Council could determine when they would like to consider this report, and staff <br />would schedule the item on the Agenda, and make themselves available. <br />Acting Mayor Stigney advised that the City Charter requires that City Departments make a <br />quarterly report to the residents as to the status of expenditures and items of this nature, and this <br />should be considered at a public meeting such as a Council Meeting or Work Session. He <br />indicated the next Council Meeting would be held on March 27, however, he was not certain if <br />that Agenda could accommodate this item. <br />Council Member Marty stated this matter should be postponed until the next Council Work <br />Session, which would be held on April 3. <br />Acting Mayor Stigney stated it was the consensus of the Council to consider the quarterly report <br />at the April 3 Council Work Session. <br />City Attorney Long reported that Senator Novak's Airport Bill has cleared the Senate Local <br />Government Committee, and is awaiting Senate action either at the end of next week or early the <br />following week. He indicated the Bill Representative Haake introduced the previous year passed <br />out of all of the Policy Committees last year, and is currently in the Rules Committee of the <br />House. He indicated this Bill has again cleared all of the Policy Committees, and is being put in <br />final form to go to the Floor. He explained that they are currently waiting to have some <br />discussion with some of the House leadership, primarily regarding the form of the Bill when it <br />goes to the House Floor. <br />City Attorney Long advised that both Representative Haake and Senator Novak were working <br />very hard, and at this point, it is simply a matter of procedure. He indicated there was a very <br />large volume of Bills being heard on both the House and Senate Floors, and in fact, so many Bills <br />that they are actually competing for time to be heard. He explained that they were attempting to <br />insure that the Bills are scheduled on the General Orders to be heard, and they do not foresee a <br />problem in this regard. <br />Council Member Marty inquired regarding the next course of action, if for some reason the Bill <br />is not heard. <br />City Attorney Long stated there has been discussion regarding alternatives, such as adding the <br />language in the separate Bills as amendments to different Omnibus Bills which are currently <br />going through the process. He explained that the Omnibus Bills would be heard because they are <br />Funding Bills, and general State Government Operation Bills, and there are clearly a couple of <br />these that would be appropriate for a future amendment with this language. He stated they are <br />considering this as a second option, in the event that there is some difficulty with the timing, <br />however, either way, he believed they would have a Floor Senate and House vote on the Bill. <br />No further reports were considered. <br />7.
