Mounds View City Council Apri124, 2000 <br />Regular Meeting Page 2 <br />Mayor Coughlin stated aim Brimeyer of the Brimeyer Group was present to discuss the City <br />Administrator Profile and the search timetable. <br />Mr. Brimeyer stated this item was a draft of the City Administrator Position profile. He <br />indicated he would go through the profile with the Council to determine if is accurate, in terms of <br />describing the community and the organization, and to determine if it accurately reflects what the <br />City would like to see in a City Administrator. He stated the profile has not been published, nor <br />has it been announced. He explained that the issue of salary range has not been discussed at this <br />point, and he did not wish to proceed prior to obtaining Council approval in this regard. <br />Mr. Brimeyer indicated the first page of the profile would be amended to reflect the correct <br />spelling of the Wynnsong Theater. He pointed out that during the previous search there was no <br />golf course or Community Center in Mounds View. He noted that the number of employees had <br />decreased since the previous search for the City Administrator, and inquired if this was primarily <br />due to the fact that the City had turned over a portion of the operations to the YMCA, and <br />reduced office staff. <br />Mayor Coughlin stated this was one element, however, the City has also experienced some <br />downsizing. <br />Mr. Brimeyer inquired if the number of employees, as indicated in the profile, was accurate. <br />. Mayor Coughlin stated this number did not reflect the Police Department employees. He <br />indicated Assistant to the City Administrator Reed could provide this information. <br />Mr. Brimeyer inquired if there were any corrections to the third page of the document. Interim <br />Administrator Ulrich stated the storage capacity for the water is 1.5, as opposed to 2.95. <br />Mr. Brimeyer stated although this was not the subject of this profile, several individuals had <br />indicated an interest with regard to a Council/Manager form of government. He indicated he was <br />not aware how much time the Council would desire to devote to this matter, if any, however, it <br />had come forward. He indicated the title of the position is City Administrator, however, during <br />the previous search, it was Clerk Administrator. He reiterated that there appears to be some <br />desire to examine the form of government, which he would assume would require an amendment <br />to the City Charter or Ordinance, which are more complicated matters than what they are <br />prepared to discuss at this time. <br />Council Member Stigney advised that the City Charter establishes the title of this position as the <br />Clerk Administrator. He indicated the Charter also specifies that the City does not have a <br />Council/Manager form of government. <br />Mr. Brimeyer stated he was aware of this, and the Council could discuss whether or not they <br />wish to consider this at some point in the future. He indicated each reference to the City <br />• Administrator in the profile would be amended to indicate Clerk Administrator. <br />Mr. Brimeyer stated pages 4, 5 and 6 very much represent the conversations they had with <br />everyone.
