He inquired if the Council desired to <br />leave this statement in. <br />Council Member Stigney stated this was not in keeping with the City Charter, and would require <br />an amendment to proceed. <br />Mr. Brimeyer inquired if the Council would desire to include this in the profile as part of the "per <br />Charter provisions", or possibly make a reference to include a Charter change. <br />Council Member Stigney stated he saw no reason to change the Charter. <br />Council Member Quick stated the Council should examine this. <br />Mr. Brimeyer indicated he brought this matter forward simply to put it out on the table at this <br />time. He stated they would make reference to the fact that this would require a Charter change, if <br />it were to proceed. <br />Mr. Brimeyer stated the Highway 10 Corridor study is still an issue with the City, and street plans <br />are ongoing. He indicated debt load at the golf course was an issue, and the Housing <br />Maintenance Program was ongoing. He stated there was some discussion that they had cut too <br />deeply into the City Administrative offices, and might require some help in this area. He <br />indicated there is a reference to the City's strategic planning process, and the update of the <br />• Comprehensive Plan. He explained that the suggestion of a Grant Officer contracting for grants <br />administration had come forward several times during the discussion, as well as looking at <br />adopting a Council Manager form of government, TIF policies, and expansion of the regional <br />airport in Anoka. He inquired if there were any other issues the Council would like to include in <br />the profile. <br />Council Member Stigney inquired if there was anything in the profile pertaining to the City <br />Administrator's familiarity with Tax Increment Financing. <br />Mr. Brimeyer stated this was referenced under Background Experience, and indicates a <br />familiarity with Economic Development, Redevelopment, and understanding of funding options <br />such as Tax Increment Financing and Community Development block grants. <br />Council Member Stigney stated he noted language pertaining to the hiring of additional <br />administrative staff. Mr. Brimeyer stated this was on Page 5, the sixth bullet from the bottom of <br />the page. <br />Council Member Stigney inquired if this was a generic form of the normal functions this position <br />would perform, or if this represented the hiring of additional staff. Mr. Brimeyer stated this <br />should be reworded, to indicate "Evaluate the need for additional staff, "rather than "Facilitate <br />the need for additional staff" <br />• Mr. Brime er stated he would amend the number of full-time em to ees on Pa e 6 of the rofile. <br />Y p Y g p <br />He indicated he has reviewed the salary ranges provided to him by Assistant to the City <br />Administrator Reed, and specified the lower two-thirds of this range in the profile. <br />
