Mounds View City Council Apri124, 2000 <br />Regular Meeting Page 13 <br />addition, the shed would allow for the storage of snowmobiles, motorcycles and other small <br />recreational type vehicles which would otherwise be stored outside. He noted there is a small <br />two-car garage on the property, however, the applicants would prefer to park their vehicles inside <br />the garage, and store the recreational vehicles within the shed. <br />Planning Associate Ericson stated the Planning Commission examined the general conditional <br />use permit requirements as well as the adverse affects criteria, and felt that this request satisfies <br />the adverse affects criteria. He indicated staff recently received a telephone call from the <br />neighbor to the south of the subject property, who was not necessarily concerned regarding the <br />proposed size of the shed, but rather, had some basic concerns with regard to the access and <br />location of the shed. He stated there have been no other resident comments with regard to this <br />request. <br />Planning Associate Ericson stated the Planning Commission unanimously recommended <br />approval of this oversized shed, primarily because of the amount of screening, and also because <br />of the size of the lot. He explained that the 400 square-foot shed would not overwhelm the lot, <br />nor would it be disproportionate to the size of the house, therefore, staff and the Planning <br />Commission felt very comfortable recommending City Council approval of this request. <br />Shelley Hill, the applicant stated she has spoken to several of her neighbors regarding the <br />proposed shed, and for the most part, they appeared to be in favor of it. She indicated the <br />resident who expressed concerns was located to the south, and was concerned regarding how they <br />• would gain access to the shed, were she to construct a fence at the property line. She explained <br />that there is a four-foot chain link fence surrounding the entire backyard, between their <br />properties, and last year, portion of the fence from the backyard to the front yard was removed. <br />She stated at that time, this neighbor did not object to the removal of the fence, therefore, she <br />was surprised there was an issue in this regard at this time. She pointed out that the chain link <br />fence could be easily reinstalled if necessary, and there would be no problem in terms of <br />accessing the shed through this area, which is 81/z feet wide. She added that the area at the other <br />side of the lot is 10 feet wide, and they could access the backyard from this side of the property <br />as well. <br />There was no further public input. <br />Mayor Coughlin closed the Public Hearing at 7:56 p.m. <br />MOTION/SECOND: Quick/Stigney. To Approve Resolution 5424, a Resolution Approving a <br />Conditional Use Permit fora 400 Square-foot Oversized Shed at 8038 Long Lake Road; Mounds <br />View Planning Case No. CU00-003. <br />Ayes - 4 Nays - 0 Motion carried. <br />D Public Hearing and Second Reading of Proposed Charter Amendments: <br />• Ordinances 649, 650, and 651. <br />Mayor Coughlin opened the Public Hearing at 8:03 p.m. <br />
