Mounds View City Council April 24, 2000 <br />Regular Meeting Page 14 <br />. City Attorney Long stated this is the second reading of the three Charter amendment ordinances <br />that the Council previously reviewed, approved, and forwarded to the Charter Commission. He <br />indicated the Charter Commission returned the ordinances with their approval, and separate <br />actions on each of these items at this time would complete the procedure for amending the <br />Charter in this regard. He stated there were two outstanding issues that would be discussed later <br />in the meeting, and the fourth ordinance pertaining to Section 3.01 is still in discussion with the <br />Charter Commission attorney. <br />Mayor Coughlin explained that these three ordinances are housekeeping items, and there was no <br />additional language proposed by the Charter Commission. <br />City Attorney Long stated this was correct, and this measure was simply to bring the Charter into <br />compliance with State Statutes. <br />There was no public input. <br />Mayor Coughlin closed the Public Hearing at 8:05 p.m. <br />City Attorney Long advised that a separate roll call vote would be in order on each of these <br />items. <br />MOTION/SECOND: Quick/Stigney. To Waive the Reading, Approve the Second Reading and <br />• Adopt Ordinance 649, an Ordinance Amending Charter Section 3.04, Subd. 1, Adoption of <br />Ordinances, Resolutions and Motions. <br />ROLL CALL: Thomason, Stigney, Marty, Quick, Coughlin <br />Ayes - 4 Nays - 0 Absent - 1(Marty) Motion carried. <br />MOTION/SECOND: Thomason/Quick. To Waive the Reading, Approve the Second Reading <br />and Adopt Ordinance 650, an Ordinance Amending Charter Section 5.05 as to the Initiative <br />Process and Resolutions Proposed in the City. <br />ROLL CALL: Coughlin, Quick, Marty, Stigney, Thomason <br />Ayes - 4 Nays - 0 Absent - 1 (Marty) Motion carried. <br />MOTIONlSECOND: Stigney/Thomason. To Waive the Reading, Approve the Second Reading <br />and Adopt Ordinance 651, an Ordinance Amending Section 5.07 of the Charter Regarding <br />Referendum Process and Resolutions Adopted. <br />ROLL CALL: Quick, Marty, Stigney, Thomason, Coughlin <br />Ayes - 4 Nays - 0 Absent - 1 (Marty) Motion carried. <br />Mayor Coughlin stated for the record that all of these ordinances were adopted by the unanimous <br />vote of the Council. <br />
