Mounds View City Council Apri124, 2000 <br />Regular Meeting Page 18 <br />• indicated Council Member Marty did not have a vote in this matter at this time, however, he had <br />desired his opinions be conveyed to the Council, and that his wishes be known. <br />Council Member 5tigney stated Option 1 differs from the golf course design in that the first leg <br />on the golf course signs extends upward beyond the structure. He inquired if there would be a <br />problem for the applicant in terms of duplicating this feature. <br />Mayor Coughlin stated there is also a light tower on one side of the golf course billboards, and he <br />did not believe that feature would be stipulated. He indicated Council Member Marty's concerns <br />were specifically related to the base of the structures. <br />Council Member Stigney inquired if it would be a problem for the applicant to incorporate the <br />light feature, or some facsimile thereof, into the design of their billboards. He pointed out that of <br />the options presented, Option 1 is the most similar to the billboards proposed at the golf course, <br />however, it still deviates from the design. <br />Mr. Radamacher stated they had based their design proposals on the golf course model that was <br />provided by staff. He indicated that although it would be possible to incorporate a light tower, <br />they would feel this was excessive. He explained that they had focused upon the base of the <br />billboard, and how that would correspond to the design and structure of the golf course <br />billboards, and had not focused upon the light tower at the top of the billboard. He reiterated <br />they had worked with the model provided by staff. <br />Council Member Stigney inquired if this model had indicated the fight tower. Mr. Radamacher <br />stated it did not. <br />Council Member Stigney inquired if Sysco was not aware of the design of the billboards that <br />were approved for the golf course. Mr. Radamacher stated he had seen the golf course design <br />proposal at one point in the past. <br />Council Member Stigney inquired if there would be a problem with incorporating these features <br />into the design theme of Option 1. Mr. Radamacher stated it would be possible, however, they <br />would prefer not to proceed in this manner. <br />Mayor Coughlin indicated that during his initial tour of the Sysco site, there was some concern <br />regarding whether or not the base of the billboard could accommodate three legs, however, in <br />speaking with staff and through his examination, it appears that the site could be shoehorned to <br />make athree-legged sign possible. He indicated he informed the representative who was present <br />regarding some of the misgivings he was aware of, and stated that both he and Council Member <br />Marty had concerns about keeping the aesthetics as close as possible to all of the other billboards <br />that will be lining this stretch of Highway 10 for a period of 15 years. <br />Mayor Coughlin stated Options 1 is very close to the design of the golf course billboards, <br />however, given that they would be proceeding with the three-legged design, he did not see it as a <br />mayor step to match the lower portion of the pedestal to be m keeping with the other billboards. <br />He stated he would offer as a friendly amendment a stipulation that the design be as similar as <br />possible to the golf course style base. He inquired if the Motioner would agree. <br />
