Mounds View City Council May 14, 2001 <br />Regular Meeting Page 9 <br />Council Member Thomas stated that if the extension was granted on the basis of receiving plans <br />for approval, and those plans have not been received, then no extension was granted. <br />Council Member Marty noted the Planning Commission had asked for the plans to come back <br />before it, because commissioners had new concerns about those plans. He then noted the one- <br />year extension was granted and maybe about to expire. <br />Director Ericson stated he thought the extension would expire in August or September and noted <br />the Resolution granted aone-year extension subject to providing the plans which means the <br />extension was granted but if Mr. Pinkerton wished to build the project he needed to come in with <br />plans. <br />Council Member Stigney asked whether the facility that the National Handicap Housing Institute <br />intended to build would be a rental facility. <br />Mr. Parrish indicated it was his understanding that it would be rental property but deferred to Mr. <br />Bjerkstadt, the President of the National Handicap Housing Institute who indicated it would be <br />rental property. <br />Council Member Stigney stated that when the City dealt with Mr. Pinkerton previously there was <br />contention from residents to adding more rental housing in Mounds View. He noted Mounds <br />View is not short on any quota for rental housing. He noted the letter, as he reads it, is asking <br />that Council write a letter of support for the rental housing. He then noted he sympathizes with <br />disabled and needy people but does not feel Mounds View needs any more rental housing. <br />Mr. Bjerkstadt stated the reason he was at the meeting with this request is they are proposing to <br />build a 20-unit building in Mounds View that would be similar to buildings in Champlin, <br />Brooklyn Park, and New Brighton. He noted there is a waiting list of over 200 people who are <br />looking for housing. He then explained they are always looking for federal funds because of the <br />severe demand for housing. He further explained that they review the waiting list and determine <br />where the demand is coming from and, in this case, the demand is coming from Mounds View. <br />Council Member Quick asked if the building would be designed specifically for certain types of <br />handicaps. <br />Mr. Bjerkstadt explained the building would be designed for people who are physically disabled <br />and able to live alone. <br />Council Member Quick clarified that the building will be designed for a specific niche group <br />with handicapped accessible features and not just a regular rental building. <br />MOTION/SECOND: Quick/Marty.
