Mounds View City Council May 14, 2001 <br />Regular Meeting Page 10 <br />trail around Silverview Pond making the area very accessible for residents with handicaps to get <br />around safely. <br />Council Member Stigney asked how the building would affect the tax base. <br />Mr. Parrish noted this project would not be in a TIF district and stated he assumed the property <br />tax structure would be similar to that of multiple housing. The tax rate would be multiple family <br />Class 4d taxing. He then noted the plan is very conceptual at this point and noted the National <br />Handicap Housing Institute is looking for a letter of support at this time. <br />Council Member Stigney stated he felt the City should concentrate on making some other use of <br />the property. <br />Council Member Thomas noted that most of the time she would agree with Council Member <br />Stigney but stated she believes this property location is a particularly useful place for this type of <br />housing. She then noted that the taxing should be similar to other facilities in that area. <br />Ayes - 4 Nays - 1 (Stigney). Motion carried. <br />Council Member Stigney asked why Council did not receive all the applications submitted for <br />the position on the Police Civil Service Commission. <br />Mayor Sonterre stated he had received a total of four applications and submitted Ms. Milewski <br />Shay as his recommendation. <br />Council Member Marty indicated that, in the past, Council has seen all the applications. <br />Mayor Sonterre noted he had submitted the recommendation as per his interpretation of the <br />Code. <br />MOTION/SECOND: Stigney/Marty. To Require that the Mayor Provide Copies of all of the <br />Applications he Received with his Recommendation for Police Civil Service Commission before <br />Accepting that Recommendation. <br />City Attorney Riggs indicated that filling the position on the Police Civil Service Commission is <br />based on the recommendation of the Mayor. He indicated there isn't much guidance as to what is <br />required to be supplied with the Mayor's recommendation. He indicated that, if Council wishes <br />to change the procedure, Council would need to amend the ordinance. He further indicated that <br />the Mayor's recommendation, as submitted, was appropriate. <br />Council Member Thomas stated she would like to compare applications in order to see why the <br />Mayor made this particular recommendation. <br />. Council Member Stigney asked if Council's request to see the other applications was <br />inappropriate. <br />
