Item No. 04 <br /> MOUNDS VIEW Meeting Date: February 3. 2025 <br /> Type of Business: WS <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Periodic City Code Update — Review of Proposed <br /> Ordinances <br /> Introduction: <br /> Staff keeps a running list of proposed updates needed to the Mounds View City Code. <br /> We bring before you the following proposed ordinances with minor changes to random <br /> chapters of the City Code needing revision. <br /> Discussion: <br /> Here is a brief description of the proposed ordinance changes to the City Code: <br /> Chapter 10 —Add City Administrator and Code Enforcement Officer to list of those <br /> authorized to issue administrative offenses for Mobile Food Vehicles and Peddlers, <br /> Solicitors, Transient Merchants. <br /> Chapter 33 — Remove the entire section regarding "Police Advisory Commission" from <br /> the City Code as the commission has been disbanded. <br /> Chapter 71 — Update the definition of "Truck" to include recreation vehicles as <br /> requested by the Code Enforcement Inspector. <br /> Chapter 90 — Update conditions of a honeybee-keeping license to include Staff to <br /> contact licensees on an annual basis to confirm that hives are still active. <br /> Chapter 91 - Add "recreational vehicle to the definition of a "commercial vehicle" AND <br /> remove definition of noxious weeds and replace with MN Department of Ag's "Noxious <br /> Weed List". <br /> Chapter 118 — Add criminal background check to conditions of City cigarette/tobacco <br /> license as Staff already conducted background check for new licenses. However, we <br /> are including renewals. <br /> Chapter 120 — Remove mobile food truck/vendor license requirement, but keep certain <br /> operating conditions. <br /> Chapter 160 — Fix wording and numbering/lettering issues. <br />
