Recommendations Regarding Existing Collections <br /> Review current hauler licensing process to see if some of the desired benefits can be achieved, over time,with <br /> licensing, code updates, and communication. <br /> • Consider limiting number of residential licensed haulers <br /> o Limiting licensed haulers could reduce number of trucks on the road in an open market <br /> o Setting a limit on hauler licenses would not allow opportunity for new small businesses to start in <br /> Mounds View <br /> o Limiting licenses would not guarantee reduced number of trucks in the near future <br /> • Update Solid Waste Management Standards document, last updated in 2019 <br /> o Document says to recycle, "aerosol cans; and other household scrap metal and pots, pans and <br /> silverware" but the city website says those are not recyclable items <br /> o Add - Require all haulers to use County Roads to access their routes in order to reduce trucks on <br /> Mounds View Roads. <br /> o Set minimum RDU percentage at some renewal point 3-5 years <br /> o Require regular reporting of RDUs served <br /> o Require or encourage annual posting of standard rate sheet <br /> • Increase communication to residents and businesses to encourage proper recycling, composting, and waste <br /> reduction overall - use infographics and pictures to communicate through: Solid Waste Page on the city <br /> website, mailers, and the Mounds View Matters newsletter(add a tip section into each newsletter) <br /> • Require yearly information mailer about waste reduction, recycling and use of app if available <br /> • Explore designated drop-off pay-by-the-bag or weight trash disposal for low waste producers <br /> • Update and enforce City Code <br /> o Code 50.006 131F "Price. Garbage collection service shall be priced on the basis of volume consistent <br /> with state law. All billings shall be itemized so as to show all individual charges and the garbage <br /> service level unit basis (such as, dollar per size of cart)." <br /> 0 50.006 BII "Education and information to customers. All licensees shall provide information to all <br /> customers that may be required by county, state or federal governments, including requirements to <br /> recycle, methods by which to recycle, disposal and processing locations, tax and fee schedules or <br /> information required in the standards." Our Multiple-unit dwellings are required to educate their <br /> tenants. In the SWM Requirements Document it states "4.7 The educational information must be <br /> provided to all residents at least once every six(6) months and to new residents within two (2) <br /> weeks of residence." <br /> 0 50.006 BIG "Special service collection. Arrangements shall be made for customers to accommodate <br /> documented physical health concerns, including "back door" collection if needed." (non-negotiable) <br /> • Consider developing a dedicated task force for waste management and sustainability <br /> • Explore organized recycling <br /> • Encourage residents to support each other in obtaining equitable pricing <br /> • If organized collection does not move forward in 2024, do not revisit for 5 years unless required by law <br /> • If charter amendment does not pass, consider still putting the choice of organized collection on the ballot in <br /> November 2024 <br /> 6 <br />
