Item No: 08A <br /> MOT TATO VIEW <br /> Meeting Date: February 10, 2025 <br /> lJ1V 1J�7 Type of Business: Council Business <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Public Hearing: Consideration of Resolution 10048, Approving a <br /> Chicken-Keeping License Request from Patrick Engelmann, 8400 <br /> Greenwood Drive <br /> Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled <br /> raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. <br /> Patrick Engelmann has submitted an application to raise and keep chickens on his property. <br /> Discussion: The applicant, Patrick Engelmann, has submitted an application to raise and <br /> keep chickens on his property located at 8400 Greenwood Drive. The City Code allows for <br /> up to twelve chickens at one time and requires that backyard areas within which the <br /> chickens roam be fenced. Mr. Engelmann has indicated that he plans to raise and keep <br /> four chickens at this time. Mr. Engelmann has also indicated that the entire backyard is <br /> enclosed with a chain link fence. Also, the chicken coop is mobile and the applicant has <br /> indicated that he will meet the City Code requirement of a minimum of 20 feet from all <br /> property lines. <br /> In accordance with Chapter 90.0005, initial applications shall be considered by the City <br /> Council after holding a public hearing. Approval of renewal applications are done <br /> administratively unless the City has received substantial complaints or related violations <br /> have been documented during the previous year. <br /> As required, staff has published a public hearing notice in the January 28, 2025, edition of <br /> the Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed <br /> to residents within 350 feet of the subject property. <br /> It appears Mr. Engelmann meets all requirements of Chapter 90.005. <br /> Mr. Engelmann has indicated that he, or his wife, will be present at the City Council <br /> meeting/public hearing to answer any questions you may have. <br /> This is an annual license and will expire December 31, 2025. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
