Mounds View City Council March 25, 2002 <br />Regular Meeting Page 8 <br />. Council recessed at 8:10 p.m. <br />Council reconvened at 9:50 p.m. <br />8. COUNCIL BUSINESS <br />A. Administration Department Quarterly Report <br />Assistant City Administrator Reed indicated that in the fall the City had four department head <br />vacancies and noted, pending approval at this meeting, there would be one remaining opening. <br />Assistant City Administrator Reed explained that the Police Civil Service Commission would be <br />meeting to determine how it wants to handle the hiring process for the Police Chief position. <br />Assistant City Administrator Reed indicated Staff had been asked to compile a procedures <br />manual in the event someone is absent or not able to perform their duties the procedures manual <br />would assist another employee in completing the tasks required. She then indicated that Staff <br />would be compiling a manual. She also indicated that it was open enrollment time for the City <br />and noted that Staff would be conducting elections in the fall. <br />Assistant City Administrator Reed indicated that the City had agreed to sponsor one employee <br />appreciation event provided it contained an educational component and said Staff would like the <br />• event to be held the week before Memorial Day weekend. <br />Assistant City Administrator Reed explained that the City is on a May through April calendar for <br />health insurance and had asked fora 20 month quote for insurance to allow the City to move to a <br />January to December calendar. <br />Assistant City Administrator Reed indicated the City has been in mediation and has come to <br />agreement on some of the items with the Union. <br />Assistant City Administrator Reed noted that every June 30th all business licenses within the <br />City expire and she will be sending out packets of information to the 50 license holders in April <br />and the renewals will be before Council at the second meeting in June. <br />Assistant City Administrator Reed indicated that every year the Stanton Group publishes a list of <br />salaries and Mounds View is in Stanton Group 6 which is for Cities with a population of 10,000 <br />to 25,000 residents. She then indicated that Staff would provide salary information for 25 <br />positions. <br />Assistant City Administrator Reed noted the City recently finished the unemployment hearing for <br />the former finance director and the City won on appeal. She then indicated the judge had <br />indicated last week that a ruling would be available on Mr. Hammerschmidt's case in a few <br />weeks. <br /> <br />
