Mounds View City Council July 22, 2002 <br />Regular Meeting Page 32 <br />. Mayor Sonterre asked if the request is for approval to advertise for the position. <br />Assistant City Administrator Reed said, "that is correct." <br />Council Member Stigney asked if the Commission would be bringing someone forward for <br />approval once the position is posted. <br />Assistant City Administrator Reed referred to the City Attorney for an answer to that question. <br />City Attorney Riggs commented that right now this is an authorization to advertise and he is not <br />sure what the procedure is with the Police Civil Service Commission. <br />Council Member Quick asked if there is a difference between an administrative assistant and a <br />police officer. <br />City Attorney Riggs indicated the statute says all employees. <br />Assistant City Administrator Reed asked for clarification as to whether Council wished to fill the <br />position on an interim basis or advertise for the position and leave it vacant until filled. <br />Council Member Thomas indicated she wanted to move forward with filling the position <br />regardless of what happens with the New Brighton situation. <br />Council Member Quick indicated the question is whether the police department can get along <br />without an administrative assistant until one is hired. <br />Assistant City Administrator Reed indicated there are two full time clerical people in the police <br />department and one half time Community Service Officer. <br />Council Member Quick commented that there are two and a half people over there and they <br />functioned fine during the strike. He then suggested that maybe the police department does not <br />need two and a half people. <br />Council Member Marty clarified that the Acting Chief also stated that there were officers doing <br />paperwork instead of out on the beat and, if you picked up a copy of the Bulletin or Focus <br />nothing was submitted to the papers for police reports as there was no one to do so. He then <br />commented that speaking to the Police Department would shed light on more things that were <br />not done during the strike as well. <br />Council Member Thomas commented that the police department was not doing just fine as there <br />was a significant quantity of overtime hours. She further commented that officers are hired to do <br />a specific job and should be out on the street not behind a desk doing paper work. <br />. Mayor Sonterre clarified that the police department has two and a half people that work in a <br />clerical capacity. <br />
