Mounds View City Council December 9, 2002 <br />Regular Meeting Page 3 <br />Chambers with a full Council not by the mayor going behind Council and making decisions <br />without the knowledge of the rest of the members. <br />Mr. Boyles asked Council Member Quick if he condoned the actions of the mayor-elect. <br />Council Member Quick said no. <br />Mr. Boyles asked Council Member Marty if he condoned that type of atmosphere. <br />Mayor Sonterre indicated that, procedurally, Mr. Boyles would need to ask the question of the <br />Mayor who would then ask Council. <br />Council Member Marty indicated that sometimes being on Council you have to try and search out <br />information and that requires talking to staff members. He then said he spoke to several staff <br />members prior to this meeting in an attempt to gather information. He further commented that <br />being on Council you are to try and search out the best answers and solutions for different <br />situations and, if you just showed up on Monday nights and sat here he does not feel he would be <br />doing his job. <br />Mr. Boyles indicated Council Member Marty had not answered the question he had asked. He <br />then asked if Council Member Marty condoned what the mayor did. <br />Council Member Stigney indicated he condones openness in government whenever possible and <br />feels that all direction going to Staff should come from Council as a whole and he hopes all Staff <br />would come to Council and look for direction so he is thoroughly opposed to giving direction by <br />the mayor as the City does not have a strong mayoral government. <br />Mr. Boyles asked who the mayor is to decide what this Council is to have or not have. He then <br />said the City Administrator did a fine job and it is not the mayor's job to go around and coerce <br />them into resigning because he feels he cannot work with them. <br />Council Member Thomas said she thinks that Staff does a miraculous job of working with the <br />public and all decisions were made by them but she does not support how things happened. <br />Jerry Linke of 2319 Knoll Drive said this Council was aware that he was going to go in and talk <br />to Staff as mentioned at a Council Meeting. He then said that his comments to Ms. Miller were <br />in response to questions about the campaign where he had heard she had said she would resign if <br />he won. He further indicated he had told her not to let the door hit her on the way out. <br />Mr. Linke indicated he has as much right as any citizen to speak to City Staff and to deny him <br />that would be to deny the form of government we have. <br />5.
