Mounds View City Council Apri114, 2003 <br />Regular Meeting Page 12 <br />• <br />Ayes - 5 Nays - 0 Motion carried. <br />Council Member Marty indicated that Mounds View was recently re-certified as a Tree City <br />USA. <br />Interim City Administrator Ericson indicated the City has been a Tree City USA for 20 plus years <br />and that coincides with the first year the City began partnering with New Brighton for joint <br />forestry services. <br />Council Member Gunn read Resolution 5922. <br />MOTION/SECOND: Marry/Stigney. To Waive the Reading and Approve Resolution 5992, a <br />Resolution Proclaiming April 24, 2003 Arbor Day. <br />Ayes - 5 Nays - 0 Motion carried. <br />Council Member Marty indicated he wanted to point out that they have been coming up with new <br />TIF authorizations to increase the deadlines in TIF districts for some cities due to tax <br />compression but this City is in good enough shape that it will not have to extend deadlines. <br />i Finance Director Hansen indicated that if the extension passes it will not affect Mounds View but <br />the City is at a point where it is time to make some decisions as to where to go with TIF districts. <br />MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5996, a <br />Resolution Rescinding Resolution 5968 and Re-Authorizing Inter-fund Loans for the Year 2002 <br />and Setting an Interest Rate on Loans. <br />Council Member Stigney indicated that this would extend the golf course money from the special <br />projects, vehicle equipment and water funds in an amount a little over $1,000,000 for the year <br />2003. <br />Ayes - 5 Nays - 0 Motion carried. <br />9. COUNCIL BUSINESS <br />A. Presentation by John Connelly, Executive Director of Minneapolis Metro <br />North Convention & Visitors Bureau. <br />John Connelly addressed the Council and provided a status report. <br />Mr. Connelly indicated that they are structured to promote tourism within the nine cities and are <br />partnered with the Twin Cities North Metro. <br />
