Interim City Administrator Ericson indicated the City has been a Tree City USA for 20 plus years and that coincides with the first year the City began partnering with New Brighton for joint forestry services. Council Member Gunn read Resolution 5922. MOTION/SECOND: Marry/Stigney. To Waive the Reading and Approve Resolution 5992, a Resolution Proclaiming April 24, 2003 Arbor Day. Ayes - 5 Nays - 0 Motion carried. Council Member Marty indicated he wanted to point out that they have been coming up with new TIF authorizations to increase the deadlines in TIF districts for some cities due to tax compression but this City is in good enough shape that it will not have to extend deadlines. i Finance Director Hansen indicated that if the extension passes it will not affect Mounds View but the City is at a point where it is time to make some decisions as to where to go with TIF districts. MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5996, a Resolution Rescinding Resolution 5968 and Re-Authorizing Inter-fund Loans for the Year 2002 and Setting an Interest Rate on Loans. Council Member Stigney indicated that this would extend the golf course money from the special projects, vehicle equipment and water funds in an amount a little over $1,000,000 for the year 2003. Ayes - 5 Nays - 0 Motion carried. 9. COUNCIL BUSINESS A. Presentation by John Connelly, Executive Director of Minneapolis Metro North Convention & Visitors Bureau. John Connelly addressed the Council and provided a status report. Mr. Connelly indicated that they are structured to promote tourism within the nine cities and are partnered with the Twin Cities North Metro.
