Mounds View City Council Apri114, 2003
Regular Meeting Page 6

MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve Resolution 5987, a
Resolution Authorizing the Hiring of Jeffrey Hayes as a Sanitary Sewer Maintenance Employee.
Council Member Stigney commented that the City is at least two weeks away from knowing
what the legislature is doing with LGA and he feels it is premature to be hiring an employee that
the City may not be able to afford.
MOTION/SECOND: Stigney. To Table Resolution 5987 Until Such Time as it is Clear what
the Legislature Will do with LGA.
The Motion failed for lack of a second.
Council Member Marty indicated this position was discussed at the work session and the position
is necessary due to mandates the City has received and the extra work that those mandates will
create.
Public Works Director Lee indicated that this item was discussed at the work session on March
17 and it was noted that the salary for this position is funded out of the enterprise fund not the
general fund.
Council Member Quick asked whether the City gets any money for the mandates and who gives
those mandates.
Public Works Director Lee said the City does not get money for the mandates and they come
from state and federal agencies.
Ayes - 4 Nays - 1(Stigney) Motion carried.
E. To Waive the Reading and Approve Resolution 5988, a
Resolution Authorizing the Hiring of Marla Manypenny as a Storm Sewer/Surface Water
Maintenance Employee.
Council Member Stigney indicated that he feels this hiring should wait in light of the potential
LGA cuts.
MOTION/SECOND: Stigney.
