Mounds View City Council July 28, 2003 <br />Regular Meeting Page 12 <br />• 1 Council Member Stigney commented that one person called him about the issue and said that she <br />2 cannot think of anyone that stayed in a bar an additional hour and ended up more sober when <br />3 they walked out. He then said that there will be more drinking over a longer time and MADD is <br />4 opposed to this and he agrees with them. <br />5 <br />6 ROLL CALL: Linke/Quick/Marty/Stigney/Gunn. <br />7 <br />8 Ayes - 4 Nays - 1(Stigney) Motion carried. <br />9 <br />10 Council recessed at 8:25 p.m. <br />11 <br />12 Council reconvened at 8:33 p.m. <br />13 <br />14 B. Finance Department Quarterly Report <br />15 <br />16 Finance Director Hansen indicated he had provided with his report a memo that highlights the <br />17 report and it is followed by 46 pages of numbers. He then summarized that the general fund is <br />18 doing better year to date in the first six months than in 2002 but cautioned that the final picture <br />19 may not be as rosy as last year due to the decrease in LGA expected in the second half. <br />20 <br />21 Finance Director Hansen indicated that the Community Center is of concern and noted that the <br />~2 City lost Community Ed as a tenant and is looking for someone to take that space but it may be at <br />23 a lower rental rate. He then indicated that the banquet center and YMCA results are slightly <br />24 behind the same period for 2002. <br />25 <br />26 Finance Director Hansen indicated that the golf course is ahead for the first six months of 2003 <br />27 of the same period last year. He then said that last year at this time the golf course had an <br />28 operating surplus of $3,000 and this year that surplus is $28,000. He further explained that last <br />29 year the course ended up the year $10,000 over operating expenses but that amount is not nearly <br />30 enough to begin servicing the debt. He concluded by saying that the trend is positive but there is <br />31 along way to go. <br />32 <br />33 Council Member Marty indicated that the City needs to start looking at ways to cut. He then said <br />34 that other cities are being proactive about the direction city is going to take by holding <br />35 neighborhood meetings to ask residents what types of services are essential and what types of <br />36 services can be cut to save money. <br />37 <br />38 Mayor Linke indicated that the City of Mounds View has 48 employees for the entire City and <br />39 Hopkins public works department has 32 employees for a city the same size as Mounds View so <br />4o he feels the City is doing a good job of running with fewer employees. <br />41 <br />42 C.
