Mounds View City Council August 25, 2003 <br />Regular Meeting Page 8 <br />1 E. Resolution 6079, a Resolution Authorizing Staff to Advertise for the Public <br />2 Works Maintenance Worker Position in the Streets Division. <br />3 <br />4 Public Works Director Lee indicated that in light of budget restrictions Staff reviewed whether or <br />5 not it was necessary to fill the position vacated or if another member of the department could <br />6 take on the responsibilities and determined that the department is running lean already and it is <br />7 not possible to provide the service to the residents without hiring for this position. <br />8 <br />9 Council Member Stigney indicated that he would like Staff to do .further investigation into <br />1o whether it is really necessary to hire for this position. He then suggested looking into seasonal <br />11 workers or a part time position. <br />12 <br />13 MOTION/SECOND: Stigney/Gunn. To Postpone Action on Resolution b079 Until the Budget <br />14 is Set. <br />15 <br />16 Public Works Director Lee indicated that he looked at ways of absorbing the duties of the <br />17 position within the department but they are already short staffed due to the requirements of the <br />18 surface water management plan and the need to pull people off of other responsibilities to <br />19 complete those. He then said that he has looked at juggling people and assigning more tasks but <br />20 it is not possible at this time. <br />21 <br />~2 Mayor Linke indicated that all public works employees are doing double duty and there is not <br />23 time to assign the tasks of another employee to them. He then said that he would have an issue <br />24 with seasonal employees because there is seasonal work in the summer and the winter. <br />25 <br />26 Council Member Stigney indicated he would like to consider a part time position. He then said <br />27 that there is a full time person at the Community Center that he feels could be part time. He also <br />28 suggested the City look into contracting out the work and commented that the City is faced with <br />29 LGA cuts and needs to closely consider its costs. <br />30 <br />31 Public Works Director Lee indicated that he has not looked at contracting out the work and does <br />32 not know of any city that does that. He then said that if the position is not filled the City would <br />33 have no choice but to contract out the work. <br />34 <br />35 Ayes - 1(Stigney) Nays - 4 Motion failed. <br />36 <br />37 MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve Resolution 6079, a <br />38 Resolution Authorizing Staff to Advertise for the Public Works Maintenance Worker Position in <br />39 the Streets Division. <br />40 <br />41 Ayes - 4 Nays -1(Stigney) Motion carried. <br />42 <br />• <br />
