To Waive the Reading, Introduce the First Reading and <br />Approve Ordinance 711, an Ordinance Establishing a Pawn Overlay Zoning District. <br />Ayes - 5 Nays - 0 Motion carried. <br />B. First Reading and Introduction of Ordinance 712, an Ordinance Establishing <br />Licensing and Operating Requirements for Pawnshops <br />to Community Development Director Ericson indicated the Planning Commission conducted a lot <br />11 of research into the requirements for pawnshops before bringing this recommendation to Council. <br />12 He then noted that firearms are not allowed even though they are in most other metro area <br />13 pawnshops. <br />14 <br />15 Community Development Director Ericson provided a brief overview of some of the pawnshop <br />16 requirements. <br />17 <br />18 Council Member Marty asked what the Minnesota Statute listed under precious metal dealers <br />19 was for. <br />20 <br />21 Community Development Director Ericson indicated he was not sure exactly what the Statute <br />~i2 said but indicated it references licensure of precious metal dealers through the County. <br />23 <br />24 Council Member Marty asked what billable transaction fees are. <br />25 <br />26 Community Development Director Ericson indicated that any pawnshop locating within the City <br />27 would be required to be associated with the automated pawn system and there is a fee for each <br />28 pawn transaction partially payable to maintain the system and partially payable to the City. <br />29 <br />3o Council Member Marty read from Section 516.10 concerning ineligible persons for licensure and <br />31 asked if felons would fall under this category. <br />32 <br />33 Community Development Director Ericson indicated they would if the felony charge is for <br />34 fencing stolen merchandise or anything along those lines but not for another type of offense that <br />35 rises to the level of a felony. <br />36 <br />37 Mayor Linke opened the public hearing at 7:30 p.m. <br />38 <br />39 MOTION/SECOND: Gunn/Stigney.
