Mounds View City Council January 26, 2004 Regular Meeting Page 4 1 Council Member Stigney commented that there is some ambiguity here and he would like to see • 2 an entire list of all the applicants for the positions. He then said that he is uncomfortable with 3 how this has come forward. 4 5 Mayor Linke indicated that Council has copies of all applications that he had up to Thursday and 6 he received an additional two on Friday. He then said that the Resolution before Council is the 7 list of names he is recommending for approval. 8 9 MOTION/SECOND: Stigney. To Postpone Until The Requested Information is Received. 10 11 The Motion failed for lack of a second. 12 13 Council Member Gunn indicated that these are the names that were available when packets went 14 out. 15 16 Council Member Stigney said he knows there are two other individuals that he does not see and 17 the applications were in since the time of the vacancies. He then said that he wanted a complete 18 list of those that applied since the last opening. He further commented that there are people that 19 applied since the positions were open and the Mayor took no action on them and he would like to 20 know where they are. 21 22 Mayor Linke read from a memo from Desaree Crane indicating that applications stay in the file 23 for 12 months and then are destroyed. 24 25 Council Member Stigney commented that the direction of this Council was to provide all of the 26 applications for this position and they are not here. 27 28 MOTION/SECOND: Linke/Marty. To Waive the Reading and Approve Resolution 6174, a 29 Resolution Approving Appointments to the Police Civil Service Commission. 30 31 Council Member Marty asked for verification about the application process. 32 33 Desaree Crane indicated that the applications provided are the only applications on file. She then 34 said that there were three on file and two more came in on Friday. 35 36 Council Member Stigney asked whether Bill Werner's application was in the file. 37 38 Ms. Crane indicated that he may have applied prior to her taking over this responsibility but she 39 has never seen his application. 40 41 Council Member Stigney indicated that he thinks there were two applications that Council did 42 not see and he feels that the Mayor has dragged his feet on the appointments until this time to 43 eliminate some people from consideration. 44 • 45 Ayes - 3 Nays - 1(Stigney) Motion carried.
