Mounds View City Council January 26, 2004 <br />Regular Meeting Page 4 <br />1 Council Member Stigney commented that there is some ambiguity here and he would like to see <br />• 2 an entire list of all the applicants for the positions. He then said that he is uncomfortable with <br />3 how this has come forward. <br />4 <br />5 Mayor Linke indicated that Council has copies of all applications that he had up to Thursday and <br />6 he received an additional two on Friday. He then said that the Resolution before Council is the <br />7 list of names he is recommending for approval. <br />8 <br />9 MOTION/SECOND: Stigney. To Postpone Until The Requested Information is Received. <br />10 <br />11 The Motion failed for lack of a second. <br />12 <br />13 Council Member Gunn indicated that these are the names that were available when packets went <br />14 out. <br />15 <br />16 Council Member Stigney said he knows there are two other individuals that he does not see and <br />17 the applications were in since the time of the vacancies. He then said that he wanted a complete <br />18 list of those that applied since the last opening. He further commented that there are people that <br />19 applied since the positions were open and the Mayor took no action on them and he would like to <br />20 know where they are. <br />21 <br />22 Mayor Linke read from a memo from Desaree Crane indicating that applications stay in the file <br />23 for 12 months and then are destroyed. <br />24 <br />25 Council Member Stigney commented that the direction of this Council was to provide all of the <br />26 applications for this position and they are not here. <br />27 <br />28 MOTION/SECOND: Linke/Marty. To Waive the Reading and Approve Resolution 6174, a <br />29 Resolution Approving Appointments to the Police Civil Service Commission. <br />30 <br />31 Council Member Marty asked for verification about the application process. <br />32 <br />33 Desaree Crane indicated that the applications provided are the only applications on file. She then <br />34 said that there were three on file and two more came in on Friday. <br />35 <br />36 Council Member Stigney asked whether Bill Werner's application was in the file. <br />37 <br />38 Ms. Crane indicated that he may have applied prior to her taking over this responsibility but she <br />39 has never seen his application. <br />40 <br />41 Council Member Stigney indicated that he thinks there were two applications that Council did <br />42 not see and he feels that the Mayor has dragged his feet on the appointments until this time to <br />43 eliminate some people from consideration. <br />44 <br />• 45 Ayes - 3 Nays - 1(Stigney) Motion carried. <br />
