Mounds View City Council February 23, 2004 <br />Regular Meeting Page 13 <br />. 1 Finance Director Hansen explained that the additional benefits should be no more than 15% of <br />2 the additional pay. <br />3 <br />4 Council Member Stigney asked whether the franchise fees are used to pay for the pro rated <br />5 amounts for lights and heat for the cable room. <br />6 <br />7 Finance Director Hansen indicated the City is absorbing those costs but is billing a portion of the <br />8 City Administrator's salary so that covers the City's incidentals. <br />9 <br />to MOTION/SECOND: Many/Gunn. To Waive the Reading and Approve Resolution 6199, a <br />11 Resolution Authorizing the Cable Television Production Coordinator to Work Up to 30 Hours <br />12 Per Week. <br />13 <br />14 Council Member Stigney said he thinks the position should stay at the 20 hours. <br />15 <br />16 Ayes - 4 Nays - 1(Stigney) Motion carried. <br />17 <br />18 H. Resolution 6200 Approving the Acquisition of Tax Forfeited Property <br />19 Described as Lot 36, Knollwood Park from Ramsey County <br />20 <br />21 Economic Development Coordinator Backman provided an overview of his staff report. <br />22 <br />• 23 Council Member Marty commented that he does not have a problem with this but has an issue <br />24 with the amount of City Staff time going over to try and change these and acquire the property <br />25 and he would like a computation of the amount of resources and city staff time that has been put <br />26 into this project and have it built into the costs passed onto the developer as well as attorney's <br />27 fees. <br />28 <br />29 Council Member Stigney asked whether there is any protection for the City if the developer does <br />30 not purchase the property. <br />31 <br />32 City Attorney Riggs indicated that there is no final purchase agreement or final development <br />33 agreement at this time. <br />34 <br />35 Economic Development Coordinator Backman indicated he does have a draft of a final <br />36 development agreement and will email it to the City Attorney tomorrow. <br />37 <br />38 Finance Director Hansen explained that the developers have more money committed to this <br />39 project than what the City has for acquiring the property so they are fully committed. He then <br />4o recommended that the City purchase the property regardless of whether the developer purchases <br />41 it because the City needs to own that contiguous block of land for redevelopment. <br />42 <br />43 MOTION/SECOND: Marty/Gunn.
