Mounds View City Council November 8, 2004 <br />Regular Meeting Page_9 <br />• because of the way tax increment financing works, these properties have to be identified in <br />advance. <br />Mayor Linke stated on December 6th there would be a special Council truth in taxation at 6:00, <br />and a work session at 7:00. He stated on December 13th there would be a City Council meeting <br />for the adoption of the 2004 budget and tax levy. He stated the next meeting would then be on <br />the 27th, and he would like staff to look at that and hold that meeting only if it's absolutely <br />necessary because that is a short week with the holidays. <br />B. Staff <br />1. Police Department Quarterly Reporter <br />Police Chief Sommer stated during the period there were 134 adults and 20 juveniles arrested, <br />and the police department responded to 2075 calls for service where people called 911. There <br />were 645 administrative offenses for traffic violations. He stated there were 222 cases assigned <br />for further investigation to the two investigators. <br />Police Chief Sommer stated that Officer Kirk Leach would be replacing Officer Bob Nelson as <br />the school resource officer at Edgewood School as Officer Nelson elected to go back to patrol. <br />Police Chief Sommer stated Crime Prevention Officer Terry Brohs organized and attended a1121 <br />• National Night Out block parties, helped organize the safety camp held at Lakeside Park on <br />August 10th and l lt1i, and he also coordinates the Crime Free Multi-Housing projects. <br />Police Chief Sommer stated that Mounds View, White Bear Lake, and Ramsey County Sheriffs <br />Department had a grant in 2004 to operate the Safe and Sober Program, where officers are paid <br />overtime to work extra shifts to target traffic offenses. He stated they would not be awarded a <br />grant in 2005, but can apply for one in 2006. <br />Police Chief Sommer stated staff from the City of St. Paul Police Department are working with <br />the Mounds View Police Department to implement the complicated computer and <br />communications applications that work together to form an integrated arrangement that allows <br />access to multiple information sources, their own internal records, and other state data bases. <br />Police Chief Sommer gave some examples of some of the crimes that had occurred in Mounds <br />View lately <br />Council Member Marty stated that it is commendable that traffic enforcement had increased, <br />with traffic violation citations increasing from 288 to over a thousand this year as compared to <br />last. <br />2.
