October 25, 2004 City Council Minutes <br />Council Member Marty stated at page 12, line 43, gas bills should be changed to water bills. <br />He stated at page 13, line 19, it should read, " 25 to 30 percent above". <br />Council Member Stigney stated at page 7, line 12; "end" should be changed to "and". <br />MOTION/SECOND. Marty/Stigney. To approve the October 25, 2004 City Council Minutes as <br />amended. <br />Ayes-5 Nays-0 Motion carried. <br />12. REPORTS <br />• A. Reports of Mayor and Council. <br />Council Member Marty questioned whether they could add some other questions on the ballot for <br />the special election and maybe do a survey, although it wouldn't be random since it would be of <br />the people who showed up to vote. <br />Council Member Quick stated they could certainly ask questions, but it wouldn't be a random <br />survey. <br />Council Member Quick stated he had received a call from a resident who stated she had been told <br />to shut up at a Council meeting, and that Council Member Marty had reviewed the tape of the <br />meeting, and this person was speaking out of turn and interrupting someone at the podium. <br />Council Member Marty stated that they had simply said, "Ma,am". <br />Council Member Quick stated that it is being told in the community that the city had a list of <br />properties that they were planning to eliminate, and he asked for clarification regarding the list. <br />City Clerk/Administrator Ulrich stated that there is a list of identified properties that are within <br />the tax increment district that could potentially be purchased by the city using tax increment <br />financing monies. He stated the purchase of these properties would occur only if these properties <br />are put up for sale by the owner on the open market, and it's not a process whereby the city <br />• would forcibly remove or evict any property owner or resident from the city.
