Mounds View City Council February 14, 2005 <br />Regular Meeting Page 13 <br />• <br />Council Member Thomas stated that she would be missing the meal portion of each session. <br />MOTION/SECOND. Gunn/Flaherty. To approve Resolution 6454 Approving Contract with <br />Don Salverda and Associates, Inc, for Consulting Services for March 7 and 8 Staff Retreat. <br />Ayes-5 <br />Nays-0 <br />Motion carried. <br />F. Resolution 6455 Approving Letter of Understanding with AFSCME Union. <br />• <br />City Clerk/Administrator Ulrich stated that this is a proposal added as part of the AFSCME <br />contract settlement for 2004/2005, and this would be an addendum to gather retirement house <br />savings plans provisions that have been negotiated with the other nonunion and union contracts <br />in the city. He stated that because the AFSCME Union settled first, they didn't have this <br />language developed nor was it included in the negotiations, so it's recommended that the <br />language be adopted as a memorandum of understanding and that it expire at the time of the <br />current contract to allow them to put it into the proper form when the new contracts are <br />negotiated. He stated that the benefits to the City are that the City would not pay FICA and <br />Social Security taxes on employee contributions and allow it to better manage sick Leave balances <br />by not encouraging large balances to accumulate at severance, and then the health care savings <br />plan provides a tax free shelter for employees to contribute sick Leave under the provisions <br />provided. He stated that it's recommended that the Council adopt Resolution 6455. <br />MOTION/SECOND. Thomas/Flaherty. To waive the reading and approve Resolution 6455 <br />Approving Letter of Understanding with AFSCME Union. <br />Ayes-5 <br />Nays-0 <br />Motion carried. <br />G. Resolution 6456 Approving a Garbage and Rubbish Hauler License for <br />Aspen Waste Systems, Inc. <br />Desaree Crane stated that Aspen Waste Systems, Inc. has submitted their licenses, their list of <br />trucks, and their licensing paperwork. She stated that they currently want to do pickup at multi- <br />dwelling and commercial establishments. <br />MOTION/SECOND. Flaherty/Stigney. To waive the reading and approve Resolution 6456 <br />Approving a Garage and Rubbish Hauler License for Aspen Waste Systems, Inc. <br />Ayes-5 <br />Nays-0 <br />Motion carried. <br />H. Second Reading of Ordinance 755, an Ordinance Amending Chapter 1120 of <br />the Mounds View Zoning Code Pertaining to Building Heights in a Planned <br />Unit Development (PUD) District -ROLL CALL VOTE (Ericson) <br /> <br />
