Mounds View City Council February 14, 2005 <br />Regular Meeting Page 14 <br />• Director Ericson stated that this is an ordinance that would revise language within Chapter 1120 <br />ROLL CALL: Marty/Stigney/Gunn/Flaherty/Thomas. <br />of the Zoning Code pertaining to planned unit development districts. He stated that there is an <br />inconsistency in the language as it's currently drafted. He stated that the Planning Commission <br />has recommended that this amendment be adopted. He stated that the language that would be <br />added would be to the subdivision regarding building height. He stated that the Council had held <br />a public hearing on January 24"', and Staff is recommending approval of this ordinance. <br />MOTION/SECOND. Marty/Gunn. To waive the reading and approve Ordinance 755, an <br />Ordinance Amending Chapter 1120 of the Mounds View Zoning Code Pertaining to Building <br />Heights in a Planned Unit Development (PUD) District. <br />Ayes-5 Nays-0 Motion carried. <br />I. Resolution 6457 in support of I35W Coalition Request for Funding to Study <br />the I-694 to CRJ Segment of I-35W and Other Area Transportation <br />Improvements. <br />Bob Benkey from the I35 Coalition stated that while the City of Mounds View is working with <br />the Medtronic for a new campus at the golf course site, the City of New Brighton is working on <br />redevelopment of the northwest quadrant of 35 and 694, and the City of Arden Hills is on the <br />verge of reclaiming land for redevelopment on the army ammunition plant. He stated that the <br />• plans of each of these projects raises issues that intermingle and are interdependent on decisions <br />in the individual cities. He stated that they need to find a way to resolve the design questions to <br />meet everybody's needs as best as possible. He stated that MnDOT noted that there is $38.1 <br />billion worth of need, and they forecast only $14.5 billion in revenues coming in. He stated that <br />in the North Metro Mayors Association, they've identified $5.2 billion on projects on 35W alone. <br />He stated that the resolution before the Council requests the Legislature to direct funding to the <br />Commissioner of Transportation to conduct the appropriate concept development work and <br />analysis of those costs so they can move the next step closer to figure out what it is that needs to <br />be built so that they can get into the programs and go on with the construction. <br />Council Member Thomas stated that she thinks that the transportation infrastructure is going to <br />be the number one obstacle to accomplishing good development, both in Mounds View, and to <br />the north and south. She asked, in looking at the primary study area, if there had been any <br />consideration to including the Snelling bottleneck at 694 because that was a bit higher on <br />MnDOT's priority list. <br />Mr. Benkey stated that they had identified on the map the primary study area for the purposes of <br />the funding that they were requesting, and in reality, the MnDOT work to date, with the <br />consultants and the design work and the traffic modeling, already has accomplished that work for <br />the Snelling and 694 area. <br />• Mayor Marty asked if the approvals as listed in the report were all pending. <br />
