Mounds View City Council February 14, 2005
Regular Meeting Page 8
station, purchasing two fire trucks, and purchasing a new command vehicle which would be used
by the fire department and the three police departments. He stated that the current proposal is to
build a new fire station that will be located in Blaine on Highway 65 and would replace the
current Stations 3 and 5. He stated that the amount of the bond would be at most $8.4 million.
He stated that it will actually be sold by the City of Blaine, with a pledge from both the cities of
Mounds View and Spring Lake Park to contribute to pay off the bond over 20 years. He stated
that the bond would not actually be sold until next fall or later after they had taken bids and know
what the actual cost will be. He stated it was possible the final cost may be less than $8 million.
He stated that the estimated debt service for Mounds View would run about $110,000 per year,
and the cost of that for the median home value in Mounds View would be about $32 per year in
additional property taxes.
Mayor Marty opened the public hearing.

Don Kruger, Deputy Chief of the Spring Lake Park/Mounds View/Blaine Fire Department, stated
that the new fire station is approximately 25,000-30,000 square feet, and would replace Stations
3 and 5 which are outdated. He stated it will have a larger training facility, a larger space for the
fire trucks which are larger than they used to be, and some office space to provide adequate
daytime response. He stated efficiency will be higher with only one facility to maintain, and
eventually less equipment and less staffing. He explained the various uses for the command
vehicle.
. Council Member Stigney asked if there was any grant money coming for the command vehicle.
Mr. Kruger stated they had been unsuccessful getting grant money.
Council Member Stigney asked whether they had looked to the county or state for funding.
Mr. Kruger stated they had pursued funding through Anoka County, and if there were other
money available they felt they could apply for, they would be open to doing that.
City Clerk/Administrator Ulrich stated that they could follow up on making a request to the
Ramsey County for possibly funding this, and he stated it was an excellent idea.
Council Member Stigney asked whether Blaine and Spring Lake Park had approved this plan.
Mr. Kruger stated that they had.
Council Member Gunn noted that one of the areas of federal cuts was to state and local law
enforcement and fire departments, so there is less money available than last year.
Council Member Thomas stated it would be nice to have comparisons on the savings on utilities
from going from two facilities to one.
•
