Mounds View City Council May 9, 2005 <br />Regular Meeting Page 12 <br />. Council Member Flaherty stated that a Resident did come in to voice their opposition noting that <br />their concern is that this type of housing attracts the wrong kind of people. <br />Mr. Dickhausen questioned what was meant by the kind of people attracted to this housing <br />stating that they have rented these units to college students from Bethel and Northwestern <br />College for as long as they have owned this property. He assured Council that they have never <br />had any problems adding that if he is not comfortable with the applicant he leaves the unit open. <br />Ms. Prososki confirmed that the City has not had any ongoing enforcement issues with this <br />property. <br />Mayor Marty closed the public hearing at 8:29 p.m. <br />MOTION/SECOND. Gunn/Flaherty To Approve the Conditional Use Permit to Allow for Two <br />Additional Dwelling Units at a Multifamily Residential Building located at 2071 Hillview Road. <br />Planning Case No. CU2005-004. <br />Ayes-5 Nays-0 Motion carried. <br />C. 7:10 p.m. Public Hearing to Consider a Development Review for a Retail <br />Development at 2525 County Road 10. <br />• Director Ericson stated that there are three individuals present this evening representing the <br />applicant, Snyder's Drug Store. He stated that this is one of the first businesses that located in <br />the Mounds View Square adding that the applicant wants to re-locate to a freestanding store. He <br />provided Council with an overview of the proposed site noting that the Planning Commission <br />recommends approval with some minor stipulations. He reviewed the stipulations with Council <br />noting that the application does satisfy all Staff, City Code and zoning requirements. He stated <br />that a building this size would require 47 spaces and reviewed the layout with Council. He stated <br />that the building materials are similar to the rest of the community and reviewed the materials, <br />proposed lighting and landscaping with Council He noted that the plans meet requirements <br />adding that he plans to follow up on the tree types. <br />He referenced stormwater management stating that they want the ponds located on City Hall <br />property noting that at the time it was not approved and this was conveyed to the applicant. He <br />stated that if the City agrees there should be some compensation. He indicated that there is a <br />secondary possibility where the storm water management system could be installed underground <br />adding that there is a way to handle onsite management if Council is opposed to the stormwater <br />ponds being located on City property. He stated that this proposal would bring Snyder's out from <br />within the Mounds View Square and would provide them with a more competitive advantage. <br />He stated that Snyder's was the first store to locate here in Mounds View and noted that there is a <br />very strong Community attachment to the store. Director Ericson stated that he would also like <br />to discuss the County Road 10 Corridor Improvement Plan noting that currently it is consistent <br />with the proposed plan. He stated that this is located closely to one of the City wells and feels <br />that this is a benefit to the Community, as it would bring in a new building and a higher tax <br />
