Mounds View City Council May 9, 2005 <br />Regular Meeting Page 11 <br />• Hillview Road. <br />Ms. Prososki stated that the applicants, Roger and Rosemary Dickhausen, are requesting <br />approval of a conditional use permit to allow for two additional dwelling units at their multi- <br />family residential building located at 2071 Hillview Road. She explained that the applicants are <br />proposing to add two dwelling units to the basement of their existing four-unit building. She <br />stated that the building would then have a total of six units, which is the maximum number of <br />units allowed for a property zoned R-3, Medium Density Residential. She provide the Council <br />with an overview of the square footage and parking requirements noting that they would have six <br />covered and nine uncovered parking spaces, which would satisfy the parking requirements. She <br />reviewed the Comprehensive Plan noting that the future use is for this area is multi-family and is <br />consistent with the Comprehensive Plan. She noted that this is also compatible with the <br />surrounding area and assured Council that it would not cause an adverse affect on the neighbors. <br />She stated that Staff received one comment against the project that expressed concerns about the <br />potential increase in traffic and one comment stating that they are happy to see the <br />improvements. <br />Mayor Marty opened the public hearing at 8:24 p.m. <br />Roger Dickhausen, Applicant, explained that they are looking to put atwo-bedroom unit on the <br />west side and aone-bedroom unit on the east side. He stated that he is currently in the process of <br />• getting bids for the project noting that he already has the architect and engineer. He noted that <br />his neighbor to the west is the same type of six-plex building and reviewed with Council. <br />Council Member Thomas asked what kinds of square footage increases are on the footprint for <br />the garages. <br />Mr. Dickhausen explained that the garage would be 49-feet by 21-feet, plus the additional <br />parking. He stated that the Engineer has drawn up the plans for the infiltration pond to help keep <br />any issues from developing with water drainage. <br />Council Member Thomas referenced the swale and asked if they plan to lengthen or deepen it. <br />Mr. Dickhausen stated that they would be installing an infiltration pond. He reviewed the <br />measurements with Council noting that since the soil is quite sandy they do not believe that water <br />drainage would be a big problem. He stated that he plans to go with what the Engineer is <br />recommending. <br />Mayor Marty stated that he did not see any mention of a drainage pond or Swale when he <br />reviewed the Staff Report. He stated that he is glad to see that this is being taken care of <br />proactively. <br />Ms. Prososki explained that this is an existing swale and the plan is to enlarge it noting that this <br />• may not be necessary, as it is covered by a drainage easement. <br />
